Main Purpose of Job

The mission of the Maryland Department of Health’s Prevention and Health Promotion Administration’s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylander s by reducing the transmission of HIV, STIs and viral hepatitis and helping impacted persons live longer and healthier lives. We work in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring and treatment of these infectious diseases.

In partnership with other IDPHSB offices and centers, public and private sector partners, and impacted communities, the Center for Viral Hepatitis (CVH) monitors and evaluates adult viral hepatitis prevention and health services, and provides training, support and technical assistance to develop the capacity of agencies and individuals to successfully collect, interpret, and utilize monitoring and evaluation data.

This position will be a full-TIME CONTRACTUAL Epidemiologist II position that will help to build the capacity for viral hepatitis surveillance across the state to better anticipate and prevent local hepatitis outbreaks. He/she will work directly with the CVH Epidemiologist and the Division of Infectious Disease Surveillance Epidemiologists to provide direct support to the local health departments communicable disease surveillance units to ensure prompt viral hepatitis case notification, completion of case record forms, and surveillance data quality improvement and feedback. The staff will be responsible for generating and managing a quality assurance tool that ensures high quality data collection and completion of viral hepatitis surveillance cases. This position will work with the CVH Epidemiologist to analyze, organize, and disseminate viral hepatitis data including a statewide viral hepatitis annual report and hepatitis prevention fact sheets. This position reports to the Chief for the Center for Viral Hepatitis.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Two years of experience in designing and conducting epidemiological studies and investigations for disease surveillance as an Epidemiologist after receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required education.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
