Salary Range: $67,808 - $89,231 annually
Placement on range based on relevant experience presented in application materials
Full-time, non-exempt position plus full benefits package.

About This Opportunity
Hillsboro Water is seeking an Environmental Permitting Project Specialist to join its growing team. The water department leads, or participates in, many projects that require Environmental Permitting support or other means of complying with environmental regulations. The person in this position will respond to unexpected events in the field and determine permitting needs. This position assists with project plans and schedules, responsible for coordinating and gathering the information needed to obtain permits from local, state and federal agencies, as well as supporting senior staff in reviewing regulatory documents relevant to the Hillsboro Water Department and Joint Water Commission. This position will work with all divisions of the Water Department to ensure work is properly permitted and in compliance with environmental regulations.
General Statement of Duties
  • Support department staff in identifying permitting needs for planned projects and unexpected work. This position will work with all divisions of the Water Department to ensure work is properly permitted and in compliance with environmental regulations.
  • Performs project and database management related to water quality and/or resource management; conducts various studies and observations and gathers data and reports findings; and uses associated data base software in the development of Reports, Forms, Tables, Dashboards, Benchmarking, Maps, in addition to other documentation needs.
  • Serves as lead staff overseeing permitting related project implementation and other program staff in the field; evaluating construction methods and operating procedures for environmental impacts; performs regulatory compliance reporting to local, state, and federal agencies; coordinating and implementing special projects as assigned.

Ideal Candidates Will Have
  • Working understanding of local, state, and federal environmental regulations including erosion control, Clean Water Act (Sections 404/401), Rivers and Harbors Act (Section 10), Endangered Species Act, National Environmental Policy Act, etc.
  • Ability to effectively exchange information with many groups such as field operators, engineers, consultants, and regulators.
  • Knowledge of natural systems, ecology, and water quality concepts.
  • Experience obtaining and managing permits for land use, right-of-way, removal/fill and/or other utility maintenance.
  • Excellent oral and written communication skills.
  • Excellent technical writing, research, and analytical abilities with the ability to edit and conduct QA/QC of various reports, studies, and application documents.Organizational and project management skills, demonstrated ability to Develop and review scopes, schedules, and budgets for assigned deliverables
  • Experience using GIS such as ArcPro preferred but not required.
  • Knowledge of wetland indicator species and soils
Current/ Upcoming
  • Support of JWC, BRJOC and Hillsboro projects requiring permitting strategy including coordination with City staff, contractors, state, county, and federal permitting agencies,
  • Discharge permitting needs for emergencies such as tank or transmission line repairs,
  • Land use permitting documentation for water rights and capital infrastructure projects such as hydropower water right certificates which require fish passage and FERC coordination
  • Support of JWC's participation on Tualatin Joint Project (Bureau of Reclamation Scoggins Dam Project) including National Environmental Policy Act (NEPA) process.
  • Development of best management practices and standard operating procedures for planned and emergency dewatering and excavation for repairs.

Acceptable Experience and Training
Associate's degree in Science, Environmental Science, Geography, General Studies, Biology, Chemistry, Ecology, Physical Science, Natural Resource Management or a closely related field, and 3 years experience related to area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
