Job description

The Massachusetts Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. To carry out this mission, the Department exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife species, plants, and natural communities, as well as the habitats that support them.

The Environmental Justice Liaison Coordinator will serve as the EJ Liaison for the Department and under the leadership of the DFG Commissioner and the EEA Deputy Director of Environmental Justice, will develop and manage collaborative efforts between the EEA EJ Office, the Department of Fish and Game and its four Divisions, and stakeholders to build trusted community relationships and promote the Department's EJ vision.

The essential responsibilities of this role fall under these are:
serve as liaison with EJ communities to cultivate and maintain relationship with EJ stakeholders 
develop and implement EJ strategies in alignment with EEA, 
ensure training, compliance, and guidance of staff within Divisions and programs, and 
manage communications with internal and external stakeholders.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  1. Serve as the EJ Liaison to EEA for the Department.  Regularly attend inter-agency coordination meetings. Participate in meetings spearheaded by EOEEA's EJ Office to report on progress and implementation of EJ Strategy. Collaborate with other External EJ Liaison Coordinators from agencies overseen by EOEEA to meet objectives of the EJ Office.
  2. Assist with establishing and maintaining statewide network of relationships with community organizations, municipalities, residents, faith-based organizations, advocacy groups, community leaders, secretariat agencies to engage and promote Environmental Justice. Support coordination of the Department and its Divisions community outreach. Provide guidance and assistance to staff relating to community outreach and engagement. In consultation with Deputy Director of EJ, conduct approximately four to six community outreach and engagement annually.
  3. Assist the Department and its Divisions in development of internal and external EJ training. Attend EJ trainings provided by EOEEA's EJ Office.  
  4. Utilize established tools, policies, and guidelines to assist staff with stakeholder inquiries. 
  5. Maintain and track progress relating to Department language access efforts. Prepare annual summary report relating to the enforcement of Environmental Justice Principles in agency activities and programs.
  6. Other duties, as assigned. 

QUALIFICATIONS REQUIRED AT HIRE

Familiarity and Commitment to principles of Environmental Justice.

Proficiency in Word, Excel, and PowerPoint, and familiarity with geographic information system (GIS) software.

Ability to be a contributing member of a close-knit professional team.

Ability to speak in public forums.

Ability to maintain accurate records.

Ability to organize and maintain extensive and timely correspondence.

Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.

Ability to provide information and communicate to lay public through on-line webpages, remotely, on phone or in-person.

Ability to give oral and written instructions in a precise, understandable manner.

Ability to recognize where further work is necessary for completion of a task or goal and take the initiative.

Ability to learn, understand, apply, and explain the laws, rules, regulations, policies, procedures, specifications, and guidelines governing assigned unit activities.

Ability to establish and maintain harmonious and productive working relationships with others.

Ability to establish rapport with and exhibit cultural sensitivity with members of EJ populations.

Ability to work independently.

Ability to adapt to varying work situations.

Ability to have relevant social sensitivity across cultures and socio-economic class.

Desire to understand the multi-faceted obstacles to the achievement of Environmental Justice in MA, and willingness to acquire knowledge as necessary to address those needs, such as familiarity with new data sets and GIS skills.

Ability to maintain positive morale and outlook while working to overcome internal and external obstacles to advancing Environmental Justice across the state.

Ability to travel and attend evening meetings.

PREFERRED QUALIFICATIONS

Language proficiency in Spanish, Portuguese, or other commonly spoken languages in Massachusetts.

Background and experience in coordinating community outreach.

Proven experience working with demographically diverse populations.

 

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

 

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

 

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

 

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

 

V. A Doctorate degree in a related field may be substituted for the required experience.
