This position is a multidisciplinary environmental role within a small departmental team, which touches every aspect of Port NOLA properties and operations, and any applicable area of the environmental sector. This may include, but is not limited to these areas: municipal, industrial and construction storm water management; air quality impacts; spill planning and response; environmental site assessments and clean ups; comprehensive environmental compliance; waste management and minimization; environmental awareness and training; sustainability and emissions reduction planning. The environmental specialist will be expected to work efficiently and independently on many projects, while keeping close lines of communication within the department and across departments of the port where environmental and sustainability support is needed.
This role requires substantial field time with work in hot/cold/wet Louisiana weather, will need to be able to pick up and carry field equipment, or other materials up to 30 pounds, and be able to stand and walk during field visits for potentially up to two to three hours.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree in one of the following fields: biological sciences, sociology, economics, anthropology, forestry, chemistry, geology, physics, geography, environmental science/ecology, wildlife and fisheries science, engineering, landscape architecture, history, architecture or archeology followed by two years of professional level environmental science, natural resource management or cultural resource management experience.
SUBSTITUTIONS:
A master's degree in one of the qualifying fields will substitute for one year of the required experience.
A Ph.D. in one of the qualifying fields will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.

Job Distinctions:
Differs from Environmental Impact Specialist 2 by lead worker responsibilities and/or more complex duties. These positions will review and approve the work of consultants working on complex projects for the Department. These positions may serve as the sole environmental position in an agency having less than $250,000 allocated yearly for environmental projects.
Differs from Environmental Impact Manager 1 by lack of responsibility for direct supervision of lower level Environmental Impact Specialists or by serving as the top level environmental position for an agency with $250,000 or less allocated yearly for environmental projects.
Examples of Work
The Port of New Orleans (Port NOLA) owns and/or controls wharves and terminals along 22 miles of waterfront on the Mississippi River, the Inner Harbor - Navigational Canal (IHNC), and the Gulf Intracoastal Waterway (GIWW). The port's facilities include 22 million square feet of cargo-handling area, more than 6 million square feet of covered storage area, two cruise terminals, 1,000 acres of industrial real estate and areas of new developments. Port NOLA has authority over management and operation of four bridges, multiple maintenance facilities, a fleet of more than 180 vehicles and non-road equipment, the New Orleans Public Belt Railroad (NOPB), and a marine vessel fleet including a dredge, fireboat, piledriver, auxiliary support vessels and Harbor Police boats. The Port also acts as property manager and assists with environmental compliance management for over 50 tenant operations covering a wide range of operations, including cargo handling terminals, light and heavy industrial land uses, cruise terminals and tourist attractions. Port NOLA generates more than 51,000 jobs in the metro area, $6 billion in total spending, $261 million in state and local tax revenue, and 94,000 plus jobs statewide. New development expenditures average over $35 million annually.
In October 2021, the Port of New Orleans updated its Environmental Policy to reflect its operations and goals. The Environmental Manager will lead Port NOLA in these goals:
Sustainable Development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.
The Port of New Orleans strives to minimize impacts to the environment through education, management strategies and mitigation to protect natural resources, human health and climate future, while sustainably and efficiently fulfilling its mandate to promote maritime commerce in southeast Louisiana. Success may be achievable through strategies for continuous improvement, education and outreach, management of waste, water and air quality, and land resources, such as:
  • Oversight of Port Facilities, tenant operations, and construction projects with the goal of pollution prevention;
  • Implement responsible waste management and reduction strategies;
  • Provide educational opportunities about environmental regulations and best practices to Port employees and tenants;
  • Coordinate with regulatory agencies and stakeholders in response to situations with ENVIRONMENTAL IMPACTs on Port properties and within the Port's jurisdiction, as required;
  • Develop Port plans, training and environmental programs to reduce ENVIRONMENTAL IMPACTs to air, water and soil;
  • Engage the public and stakeholders about Port NOLA's environmental and sustainability initiatives;
  • Evaluate feasibility of renewable energy, including non-traditional sources, and implement pilot and larger scale projects where possible;
  • Utilize recognized sustainability and environmental guidelines in future developments and operations;
  • Seek out Local, State and Federal funding opportunities for projects that reduce pollutants and eliminate sources of pollution at Port NOLA, and support tenants, operators and port users, including local vessel and truck fleets; and
  • Comply with applicable environmental laws and regulations.

This position will assist the Environmental Impact Manager 1 within the Sustainability Department of the Port of New Orleans to carry out our Environmental Policy.
The Environmental group consists of the Environmental Impact Manager, and the Environmental Impact Specialist 3. This department handles all environmental issues for the Port of New Orleans, including, but not limited to, evaluation through inspection, environmental permitting, environmental education and outreach, grant and environmental initiatives management, storm water management and compliance, environmental planning, data collection and analysis, research and formulation of corrective actions and preparation and review of environmental documents including environmental assessments, environmental site assessments, training, and incident investigation and reporting.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
40% GENERAL
Assist the manager in implementation of environmental goals and objectives including oversight of complex regulatory work across all organizational departments and with external (Port tenant and operator) organizations.
Provide multi-media environmental regulatory guidance to all Port personnel, tenants, and customers on an as-needed basis to assure complete compliance with all applicable local, state and federal regulations.
Work with other staff, student workers, and consultants to provide supervisory and support services for complex environmental programs with a high level of service-oriented professionalism.
Support in the management and development of Port environmental programs and initiatives, including Green Marine Certification, grant program administration, pilot projects, and other future environmental initiatives.
Assist the manager in the implementation of the Board's environmental regulatory programs including the waste management plan, storm water management program, and spill prevention plans.
Independently conduct inspections across port-owned, and tenant-owned and operated assets.
Respond to environmental emergencies, as needed.
60% ADMINISTRATIVE
Assist in implementing and tracking program requirements under the Port's MS4 storm water permit.
Coordinate and conduct complex inspections, investigations, and/or environmental incidences ensuring compliance with surveillance procedures.
Assist with the preparation of complex permit applications, and conduct inspections and environmental monitoring as required, including reviewing processes and pollution control technology.
Develop and revise templates for regulatory documents for all environmental media, management plans and permits as outlined in the compliance audit, and coordinate their completion with relevant departments and facility managers.
Conduct regulatory monitoring, testing, and inspections as specified in environmental plans, documents, and permits.
Conduct regular environmental inspection and site visits to Port construction and demolition projects, and maintain files, documents, and photos.
Research and document regulatory requirements, keeping written records of agency correspondence, and maintaining written and electronic files regarding regulatory programs for future reference.
Assist in training and development of Port employees in environmental matters.
Assist the manager, as necessary, with the preparation of reports for the US Environmental Protection Agency (USEPA) and Louisiana DEQ for grant management, grant compliance, and other topics as needed.
Work with consultants and contractors to ensure compliance with all environmental requirement of directives, specifications, and contract stipulations.
Work with tenants to ensure compliance with all state and federal environmental requirements of leases.
Assist the manager in editing/reviewing of environmental assessments and other documents, as required, to evaluate projects, port activities and port operations.
Assist the manager in representing the Port's interests in local and regional stakeholder groups, initiatives, public meetings and hearings.
Assist the manager to identify existing environmental resources, e.g., wetlands, floodplains, archaeological sites, endangered species, etc., within the immediate and general area of the proposed project sites and evaluates the project's impact on these resources.
Develop and implement recommendations to avoid or minimize ENVIRONMENTAL IMPACTs of Port and tenant projects.
Assist the manager in maintenance or environmental property database with Microsoft Access or other programming for tracking and documentation purposes.
This position will also work closely with and support other functions of the sustainable Development Department, including Safety and Training, Planning, Permitting and GIS as directed.
Execute other work professionally as needed.
PHYSICAL NATURE - Candidate must be able to complete activities in the field, which could include hot and cold temperatures or wet environments.
Candidates should be able to physically lift and carry 30 pounds of equipment.
SUPERVISORY RESPONSIBILITIES - None.
CERTIFICATES, LICENSE, REGISTRATIONS - Must possess a valid Class E driver's license.
MINIMUM EDUCATION REQUIREMENTS - Bachelor's degree with a major relating to environmental sciences and/or policy, or a similar science degree.
Familiarity with Microsoft Office 365, with proficiency in Excel, Word, PowerPoint and Outlook preferred.
