Radin is looking fill a position for a full-time Senior Environmental Engineer/Senior Environmental Planner (System Technology). Radin provides planning and engineering consulting services in various states and are looking for a candidate who can fill this role for the AirTrain Replacement Project at Newark Liberty International Airport. Position requires experience meeting linear construction requirements and planning on multiple properties with multiple parties and multiple projects. Primary duties are environmental management planning and field activities for executions with attention to NJ regulations. Position also focuses on regulatory compliance and technical adequacy with the National Environmental Policy Act (NEPA); reviewing design plans for assessing environmental impacts; applying green design principles; and coordinating with clients, stakeholders, resource agencies, and environmental and technical staff. This person will function as a Senior Owner’s Representative for all items under the environmental umbrella including sustainability initiatives and construction risks. The ability to work independently is critical.

Qualifications
Bachelors’ degree or higher in engineering, planning, environmental studies, transportation, and/or related field.
10+ years of environmental engineering/environmental planning/project management and/or professional related experience in a transportation consulting environment.
Advanced knowledge and understanding of NEPA, permitting and other federal and state environmental regulations.
Environmental Engineer and/or Certified planner (AICP) preferred.
General Requirements
Presence at Project Site office is 100% required. Hybrid option at client’s discretion.
Regularly attend Project Mtgs.
Regularly perform field visits and assessments related to permit conditions, management and disposal of materials, erosion, dewatering, flood hazards and planning, wetlands, and piling issues.
Experience in the preparation or coordination of environmental studies such as air, noise, cultural resources or natural resources to support NEPA coordination.
Functional Requirements
1. Have knowledge and experience with NJ environmental regulations – permitting, floodplains, soil erosion, wetlands, dewatering, disposal of materials, etc.
2. Responsible for applying and ensuring National Environmental Policy Act (NEPA) compliance.
3. Prepare, revise, and review NEPA-related technical documents, including Categorical Exclusions, Environmental Assessments, Environmental Impact Statement, Assessments.
4. Develop, manage, and implement current or future environmental mitigation and/or monitoring plans that may result from field result findings and/or implementation of permitting or NEPA requirements.
5. Prepare environmental permits as applicable.
6. Provide environmental permit/regulatory support, including site inspections, coordination and attendance at meetings with regulatory agencies.
7. Review Contractor documents and federal agency coordination and participation.
8. Review of selected Contractor upfront management plan and documents.
9. Conduct site inspections, participating in weekly project meetings, preparing reports on findings, advising Project Team on process and strategy, and coordinating with the overall team.
10.Review the Contractor’s Deficiency Reports and Corrective Action Reports when situations of environmental non-compliance occur and recommend possible options to address the deficiency/non-compliance promptly.
11. Understand and execute schedules. Feedback loop to master scheduling.
12. Interface with multiple Project parties – design, construction/installation, testing and commissioning.
