4. Normal Work Week: Days of week vary. Minimum 40 Hours (nights/weekends/holidaysbased on project need). Duties may require assignment to various shifts and may include

9. Reports To: Certified Construction Manager, Assistant Vice President andProgram Director, Delivery Services Office, Environmental Services
10. Education Requirements:• Bachelor’s Degree from an accredited college in the field of engineering, architecture,
landscape architecture, project management, business administration or public administration and one year’s experience. OR• Four-year high school diploma or its educational equivalent AND five years’
experience. OR• Four-year high school diploma or its equivalent plus any combination of college
education and/or experience to make up the equivalent of five years education andexperience.
One year of experience will be given for:• 30 semester credits of college education leading to a Bachelor’s degree in engineering,
architecture, landscape architecture, project management, business administration orpublic administration.
• A Master’s degree from an accredited college in an engineering, architecture, landscapearchitecture, project management, business administration or public administration
program.• A valid New York State license as a Professional Engineer or Registered Architect.
11. Experience Requirements• Demonstrated working knowledge of Microsoft Suite Applications including
SharePoint, Word, Excel & PowerPoint; and• One year’s experience having or commensurate with the level of education described
above with one year’s experience in one of the areas of following environmental areasof expertise:
i. Experience in professional safety or environmental work specifically in Asbestos abatement, survey, design, project monitoring, familiar with SSPC(Society for Protective Coatings) C3/C5 guidelines for surface preparation
removal of Asbestos-containing materials;ii. Knowledge of pertinent Federal and State regulations governing the
identification and disturbance of lead; andiii. Familiarity with airborne silica generating operations.
12. Required Licensing/Certifications:• A New York State Dept. of Labor (“NYSDOL”) Asbestos Project Monitor certification
which must be obtained before start of employment.• NYSDOL Asbestos Inspector certification which must be obtained before start of
employment; and• NYSDOL Asbestos Supervisor which must be obtained before start of employment.
• 30 Hour OSHA (“US Department of Labor Occupational Safety & HealthAdministration”) Certification (Construction) is required prior to work on or near the
right-of-way.• Must pass a one-day New York City Transit Track Safety training prior to participating
in work on any MTA project.Personal Protective Equipment (PPE) Requirements
• The Consultant shall provide safety shoes, at own expense, which meets MTAguidelines and specifications prior to work on or near the right of way; and
• Consultant must also provide protective suits/equipment including respirator and beresponsible for yearly fit testing before working on or near the right of way.
Preferred/Optional Licensing/Certifications:• NYSDOL Asbestos Designer
• Society for Protective Coatings (“SSPC”) C3/C5 Supervisor/Competent Person for Deleading of Industrial Structures.13. Special Skills/Training Requirements:
• Ability to read drawings.• Familiarity with OSHA & PESH (“US Department of Labor Public Employee Safety &
Health”) regulations.• Ability to demonstrate clear and concise written skills for multiple audiences using
either formal or more casual tones; and• Strong verbal communications skills.
14. Description of Work:Candidate will be required to:
• Perform project monitoring on asbestos abatement, lead disturbance, and silicagenerating projects to ensure that all work is done in accordance with applicable
Federal, State and MTA Construction & Development regulations/procedures; and• Perform functions that will include the overseeing of lead and asbestos abatement
contractors and air monitoring consultants to ensure work is performed properly; and• Perform oversight of contractors performing operations that may generate airborne
silica; and• Prepare asbestos abatement and lead placard documents and maintain record. In
addition to project monitoring; and• Perform asbestos surveys on occasion.
