Introduction


The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking a Environmental Analysis & Review Specialist - Entry or Advanced to join our Environmental Services Team within the Bureau of Technical Services.

This full time permanent position may be headquartered in the following cities: Madison, Superior, Eau Claire, Green Bay, Wisconsin Rapids, Rhinelander and Waukesha.

Position Summary


This position provides technical support and assistance to WisDOT staff, management and external partners on transportation-related issues, policies, regulations and guidance pertaining to environmental justice, transportation conformity, air quality, greenhouse gas emissions, climate change impacts, resiliency, and sustainability. This position also assists with research, analysis and coordination related to the topics listed above and on state and federal environmental laws and regulations, and assists with integrating regulatory requirements into statewide policy and guidance. In addition, this position assists with the updating of environmental chapters of the Facilities Development Manual and other WisDOT policy and guidance documents, and with development, delivery, and facilitation of environmental training for WisDOT staff and stakeholders. This position may participate on state and national committees and workgroups, as appropriate and as opportunities are available. This position will also support ESS IT projects, tracking and analyses, and other projects, as needed.

Salary Information


The Entry level position is in schedule-range (15-04) with an annual salary of $41,600- $53,186.

The Advanced level position is in schedule-range (15-03) with an annual salary of $56,160 - $80,080.

All positions come have excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

Qualifications


Qualified applicants at the Entry level will have experience with all the following:

  • Reviewing and/or analyzing environmental laws, rules, policies and/or procedures.
  • Analyzing, evaluating and/or documenting social, community and/or environmental resources (e.g., air quality, greenhouse gases etc.)
  • Working with and developing relationships with external stakeholders, which may include activities such as participating on committees, developing collective guidance or outreach materials, policy development, networking, conflict resolution, etc.

In addition to having all the above, well qualified applicants at the Entry will have experience with one or more of the following:

  • Interpreting, conveying and/or implementing environmental laws, rules, policies and/or procedures, such as the Clean Air Act, Federal guidance and executive orders, and equivalent state or local laws, etc.
  • Reviewing linear infrastructure projects (such as transportation or utility) for social, community and/or environmental concerns, particularly those related to air quality, greenhouse gas emissions, climate change, sustainability and community concerns.
  • Interpreting and/or analyzing one or more of the following topics: air quality, transportation conformity, greenhouse gases, climate change impacts, infrastructure resiliency, equity and environmental justice, and/or sustainability.

The Advanced level applicants will have experience with the following:

  • Experience participating on statewide or national technical committees, workgroups or interdisciplinary teams.
  • Experience conducting, directing or supporting transportation conformity analyses and compliance.
  • Experience participating in statewide, system-wide or regional plans, and/or large-scale, complex infrastructure improvement projects.
