ENGINEERING TECHNICIAN
 
DISTINGUISHING FEATURES OF THE CLASS:  This position is responsible for assisting the City Engineer in performing technical office and field work supporting the activities of the City Engineering Office.  The incumbent works on a variety of projects involving maps, zoning, drainage, population and other projects as assigned by the City Engineer.  The incumbent acts as a liaison with the public, property owners, other City and/or County agencies, contractors and consultants in regards to property right of way, zoning, population, drainage, and other related projects.  The incumbent is responsible for analyzing, inspecting and enforcing the industrial wastewater pre-treatment program, as prescribed by the United States Environmental Protection Agency program guidelines.  This position is different from that of City Engineer in that the Engineering Technician is not a certified Professional Engineer and does not have the ability to certify designs or engineering projects.  The work is performed under the general supervision of the City Engineer, with leeway allowed for the exercise of independent judgment in carrying out the details of the work.  Does related work as required. 
 
EXAMPLES OF WORK:  (Illustrative only)
  • Receives the public, answers questions and supplies maps, surveys and other documents as requested
  • Extracts information, such as property right of way from maps, surveys and other documents to answer questions from the public, contractors, surveyors and officials
  • Works with the US EPA to implement wastewater pre-treatment program as prescribed by program guidelines, including tracking permits for applicable industries, collecting water for testing, sending water to laboratories, receiving updates from the monitored companies, enforcement and submitting annual report on the performance of the program in a prescribed format
  • Uses Computer Aided Drafting and Design software to generate and upgrade maps of sewers, streets, roads, sidewalks, lighting and other property
  • Supplies applicable information to and works with other City agencies, such as the City Planner and Department of Public Works, related to non-technical projects, such as zoning, drainage, population, election districts and property right of ways
  • Reviews, analyzes and makes recommendations to the City Engineer regarding contractor bids
  • Assist with tracking contracted projects through field visits and communication with the contractors
  • Creates and maintains a variety of correspondence, records, reports and databases relating to industrial and storm water pretreatment, contracted projects, related projects with other city agencies, and other projects as assigned
  • Obtains estimates as necessary for projects to be included in budget, drafts budget for department, and submits to City Engineer for approval
  • Assists legal counsel in drafting ordinances related to sewers, storm water treatment and other related issues
  • Assists other City and/or County agencies, such as the Highway Department, in basic surveying, data collection, database management, or other project assistance as assigned
  • Monitors property and address changes, and notifies appropriate agencies when address changes occurs
  • Monitors HVAC system by acting as point of contact, conducting preliminary investigation to attempt to identify problem, and contacting vendor if solution is not found
  • Works directly with City Engineer on projects as assigned
  • Uses census data to calculate population, create election districts and redraw boundaries as needed
  • Prepares and presents information to the City Common Council as needed
 
FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS:  Good knowledge of the use of Computer Aided Drafting and Design software and its applications; good knowledge of municipal geography; good knowledge of reading sewer, street, property, and other related maps and extracting information; good knowledge of federal, state, and local laws, codes, rules and regulations applicable to sewer usage and maintenance, industrial pre-treatment processes and storm water treatment; working knowledge of federal, state, and local laws, rules and regulations relating to public works projects; ability to read sewer, street, property and related maps and extract information from them; ability to communicate effectively both orally and in writing; ability to analyze and organize data and prepare records and reports; ability to operate a personal computer and utilize computer software and common office software programs including word processing, spreadsheets and databases; ability to prepare, close detained work involving considerable visual effort and concentration; ability to understand and interpret complex oral and written instructions; ability to read and prepare a budget; physical condition commensurate the demands of the position.
 
MINIMUM QUALIFICATIONS:  
Graduation from high school or possession of a high school equivalency diploma AND
  • Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Engineering Science, Engineering Technology, Environmental Engineering or a closely related field and one (1) year paid experience in civil engineering work; OR
  • Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree in Engineering Science, Engineering Technology, Environmental Engineering or a closely related field and three (3) years paid experience in civil engineering work; OR 
  • Five (5) years paid experience in civil engineering work; OR 
  • An equivalent combination of training and experience as defined by the limits of (a), (b) and (c) above.
  
SPECIAL REQUIREMENTS:
Possession of a valid New York State Motor Vehicle Operator’s License Class D and maintained with a clean record throughout employment.
