This position requires statewide travel each week that involves overnight stays Monday through Thursday. The functions of this position is to assist professional surveyors and/or higher level technicians in the performance of field survey work.

Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus two years of sub-professional engineering experience.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics. All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted.
Full-time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.
Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work
BRIDGE DESIGN:
Develops broad range of details of limited complexity for typical bridge structures. Works independently on specific technical tasks and solves plan development problems using knowledge of procedures, guidelines and methods.
Receives only general supervision from professional engineers and consults with higher-level technicians for unusual and complex details, plan layouts and structural problems.
CONTRACT SERVICES:
Prepares contract documents once bids are accepted; prepares the official Department Advertisement for Bids and Advance Notice.
Assists in assigning project numbers on state and federal projects by reviewing project number requests.
Assists in reviewing subletting requests to ensure contractor is properly licensed.
Assists in mathematically computing the percent subcontracted as to quantity and cost.
Helps maintain accurate listings that contain the route number, name, length and limits, and maps of federal routes within each parish and Metropolitan Planning Organization for determining whether a route is urban or rural.
Prepares contract documents once bids are accepted. Prepares the DOTD's legal Advertisement for Bids and the Advance Notice. Prepares draft construction proposals of limited complexity.
DATA COLLECTION AND ANALYSIS:
Independently collects and extracts short session traffic volume and vehicle classification field data at permanent sites. Develops a daily work plan to install and remove the recorders from assigned monitoring sites and maintains complete and accurate records of work done and data collected.
Executes varied complex digital cartographic functions to prepare maps and special projects. Assists higher-level technicians in the creation of geo spatial data to be used in GIS projects.
DISTRICTS:
May serve as primary inspector for phase or phases of construction in area or areas of specialization/certification; determines sample requirements for area(s) of expertise. Verifies elevations/alignments of construction work for survey. Prepares work reports, estimate quantities, and/or calculations.
Uses knowledge of Department procedures, policies, standards and specifications as relate to the processing of construction-related documents such as partial and final estimates; assists higher-level technicians in a Project Engineer's office engaged in these tasks.
Performs more complicated computations and renders detailed sketches, etc. for attachment to Bridge Inspection Reports.
Creates plans for overlays and small reconstruction projects; calculates quantities as needed to complete drawings.
Handles data collector coding input; reduces, calculates and processes survey data.
Conducts traffic counts, speed studies and general data collection; compiles and presents data in a workable format; makes recommendations for corrective action.
Checks technician computations, enters data into an automated computer system; assists with preparation of routine sampling plans and materials audits of construction documentation. Evaluates, documents, and prepares final reports for ride ability acceptance of construction projects.
Compiles data and assists with documentation for the district's storm water pollution prevention plan.
LOCATION AND SURVEY:
Plots conventional surveys to include photo pass points to be used during rectification.
Delineates flight maps to obtain aerial photography.
Reviews and prepares planimetric maps using modern techniques or digital cartography and data processing.
Operates the total station, prism pole data collector and other surveying-related equipment.
MAINTENANCE:
Serves as the primary contact of Maintenance Division Railroad Unit for working with Louisiana Operation Lifesaver.
Performs field data checks of DOTD's inventory of public highway/rail crossings and highway/rail safety work done with parish and/or local municipal employees.
Assists with the field collection of bridge element inventory data collection. Performs detailed streambed profile drawings from field notes. Assists in the profile survey data measurement. Performs assigned field inspections and derives information for office analysis and design.
MANAGEMENT SYSTEMS:
Reviews condition and inventory data associated with pavements and bridges for completeness and quality; reports problems to lead worker.
Maintains database files to summarize data reviews and delivers quality reports on data collection to the lead worker.
MATERIALS TESTING:
Prepares samples and performs more advanced testing such as particle size distributions, specific gravities, moisture density relationships, retro-reflectivity analysis, soil consolidation tests, etc. and performs all required tests and calculations on routine construction and maintenance samples using established procedures.
Reviews test results for inconsistencies and advises appropriate personnel.
Performs complex subsurface exploration activities such as conducting standard penetration tests in accordance with AASHTO procedures, proportioning slurries and grout mixtures. Identifies extracted samples and installs in-situ testing devices such as inclinometers.
Establishes borehole and test site locations using plan profiles, aerial photographs, or other descriptive documentation provided with job requests.
Perform major repairs to testing equipment, statewide.
Prepare technical data pertaining to materials for inclusion into quality assurance manuals, policies, and procedures.
PUBLIC WORKS AND WATER RESOURCES:
Assists in preparing Advisory Permit responses to government agencies that grant permits.
Prepares correspondence from the Water Resources Permit Advisory Unit for mailing.
Assists in maintaining Permit Records by means of manual filing and Automated Document Management.
Assists with water dam safety inspections, well registration, licensing forms and data collection/input. Assists in the review of requests for right-of-way submitted by the U.S. Army Corps of Engineers.
RESEARCH:
Performs engineering research tests with limited supervision, providing results to lead worker/engineer supervisor team; conducts complex research engineering tests under direct supervision of lead worker.
Learns more complex engineering research tests requiring the understanding of engineering principles; provides analysis of basic test results; develops skills in more complex engineering calculations.
ROAD DESIGN:
Develops broad range of details of limited complexity for typical road plans. Works independently on specific technical tasks and solves plan development problems using knowledge of procedures, guidelines and methods.
Receives only general supervision from professional engineers and consults with high-level technicians for unusual and complex details and plan layouts.
TRAFFIC ENGINEERING AND SERVICES:
Uses CADD software to create drawings; plots and drafts engineering/surveying drawings using personal computer and drafting software. Increases overall drafting knowledge and applies skills to moderately difficult math computations.
Performs more complicated testing procedures and operation of testing equipment for quality assurance testing of construction and maintenance materials such as sign sheeting and pavement markings. Performs sampling procedures for testing traffic marking and sign sheeting materials.
TRANSPORTATION PLANNING AND SAFETY:
Prepares computerized Crash Data Reports and Accident Collision Diagrams requested from DOTD engineers, technicians, attorneys, Federal Highway Administration officials and/or other state agencies.
Reviews Police Crash reports sent to DOTD and marks the reports for the location of the crash.
