The State of Connecticut , Department of Energy and Environmental Protection ( DEEP ), Bureau of Central Services is recruiting for an Engineer Trainee (35 Hour) to join our team within the Engineering, Safety and Sustainability Division at our office in Portland, CT. This is a full time, 35 Hours/week, Monday-Friday with a hybrid field, office and telework schedule.
The target class for this position is Civil Engineer 1 (35 Hour) following successful completion of the Engineer Trainee Program.

Position Highligh ts
  • As an Engineer Trainee, you will be supervised by Professional Engineers (PEs) and mentored to qualify for the PE Exam.
  • Additionally, you will assist in design engineering, permitting, and project management of maintenance, upgrade, renovation and replacement projects at DEEP owned and operated critical infrastructure including recreational facilities such as buildings, towers, historic/cultural site, roads, bridges, greenways/trails, marinas, boat launches, etc.
  • You will also assist with the oversight of consultants and contractor activities in the execution of projects in all aspects of project management and execution.
  • This hybrid position is full time on first shift, Monday through Friday, from 7:30 AM until 3:00 PM.
*Salary Note: The starting salary for this position is $62,001. Upon successful completion of one year in this class, the incumbent's salary will be $65,700.
About Us
The Engineering, Safety and Sustainability Division provides support to all of the agency's field assets and operations ranging from engineering services, project management and condition assessment to health and safety training and compliance, geographic information system (GIS) management, record retention and strategic planning. The Division also operates the DEEP Portland Complex which includes office space, our bulk receiving warehouse and the DEEP sawmill. The Division employs project managers, engineers, analysts, a sawyer and office support personnel all of which help to maintain the agency's critical infrastructure of buildings, roads, bridges, water and wastewater systems, boat launches, trails, and hatcheries, as well as DEEP property and wildlife habitat.
This Engineer Trainee position will be part of the Division's Engineering Unit and will be immediately inserted into DEEP's project prioritization, development and construction process working on a wide variety of projects throughout the state. The Engineer Trainee will be mentored by multiple licensed Professional Engineers and other experienced staff members within the Engineering Unit.
Incumbent will receive training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to a Civil Engineer 1 position. Performs a wide range of increasingly difficult duties as technical skills are acquired, including but not limited to, performing tasks involving engineering studies and inspections of roads, bridges, water and sewer systems, buildings and other related infrastructure. Assists with engineering calculations, structural evaluation, hydraulic analysis, material sampling, permitting requirements, cost estimating, facility condition assessments and other related tasks.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.
EXAMPLES OF DUTIES
Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.
KNOWLEDGE, SKILL AND ABILITY
  • Knowledge of basic engineering theories, principles and methods;
  • Skill in the use of drafting and calculating instruments;
  • Considerable ability to perform mathematical computations, making neat and accurate drawings and preparing minor design and structural details;
  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.
PREFERRED QUALIFICATIONS
  • Completion of an accredited bachelor's degree or higher in civil or environmental engineering;
  • Experience with conflict resolution in a work environment;
  • Experience working in the construction industry;
  • Experience interpreting maps and construction plans;
  • Experience using Computer-Aided Design (CAD) programs and spreadsheet programs in data analysis;
  • Experience organizing and prioritizing tasks;
  • Experience communicating technical information pertaining to civil and environmental engineering to audiences verbally and in writing.
