DEFINITION


Under general direction, coordinates, oversees, and performs a variety of professional engineering work in connection with the design and surveying of agency projects; plans and conducts complex engineering studies and projects; and performs related duties as required.


DISTINGUISHING CHARACTERISTICS


The Engineer classification is the full journey-level class in the professional Engineering series requiring registration. Incumbents in this class are responsible for performing complex civil engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Work in this class is distinguished from lower-level classifications by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate.


SUPERVISION RECEIVED/EXERCISED


Receives general direction from the Principal Engineer and/or Chief Engineer. Exercises technical supervision over lower-level engineers and technical staff.


EXAMPLES OF ESSENTIAL FUNCTIONS (Illustrative Only)

Duties may include, but are not limited to the following:

  • Performs complex and difficult professional civil engineering work requiring a high level of independent judgment and technical expertise.

  • Assists with preparing reports pertaining to the progress of design and construction.

  • Prepares preliminary and final designs for complex projects.

  • Confers with other department employees and representatives of government agencies, public utilities, and contractors to obtain information pertaining to the preparation of plans, specifications, cost estimates, and coordination of contract requirements.

  • Plans, prioritizes, assigns, and reviews the work of staff involved in design and construction projects.

  • Participates in budget preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures.

  • Participates in major program feasibility and cost studies and the preparation of reports and recommendations requiring practical and professional engineering judgment.

  • Assists with the preparation of contracts, plans, specifications, resolutions, agreements, and other related documents.

  • Assists in the preparation, monitoring, and implementation of project budgets.

  • Assists in negotiations with consultants.

  • Interprets and implements agency, local, state, and federal policies, procedures, and regulations.

  • Assists with the preparation of requests for proposals and evaluation of proposals submitted by professional services consultants.

  • Maintains accurate, up-to-date records and prepares periodic special reports relating to status of construction projects.

  • Investigates complaints/issues and develops recommendations of corrective action.

  • Representsthe agency on facility planning, engineering, and pre-construction meetings.

  • Operates a computer and assigned software.

  • Performs other related duties as required.


PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS


Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various agency and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is a sedentary office classification as well as classification that works in the field while attending public outreach and community events. Standing in work areas and walking between work areas, and in the community, may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.


Employees work in an office environment with moderate noise levels, controlled temperature conditions, and outdoors being exposed to a variety of weather conditions. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

QUALIFICATIONS (The following are minimal qualifications necessary for entry into the classification.)


Education and/or Experience


Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Engineer. A typical way of obtaining the required qualifications is to possess:


  • A Bachelor's degree in civil engineering or a related field from an accredited college or university.

  • Three (3) years of increasingly responsible professional experience performing journey-level professional civil engineering work.


Licenses and Certifications


  • Possession of, or ability to obtain, a valid Class C California driver's license. Individuals who do not meet this requirement due to a physical disability will be considered on a case-by-case basis.

  • Registration as a Professional Civil Engineer in the State of California is required.

  • Correct English usage, grammar, and vocabulary.

  • Record-keeping and report preparation techniques.

  • Evaluate complex design and consulting work.

  • Interpret and explain pertinent agency policies and procedures.

  • Prepare comprehensive and technical reports.

  • Analyze engineering problems and develop successful resolutions.

  • Establish and maintain effective working relations with agency staff, outside agencies, and the public.

  • Evaluate and perform difficult design work.

  • Perform feasibility and cost analysis studies.

  • Compile, assemble and prepare a variety of engineering documents including drawings, calculations, specifications, plans and support materials.

  • Perform difficult and complex engineering mathematical computations.

  • Design and evaluate engineering projects to assure objectives and codes are followed.

  • Operate a computer and assigned software.

  • Utilize specialized drafting tools and equipment.

  • Communicate effectively both orally and in writing.

  • Meet schedules and timelines.

  • Maintain records.
