Supplemental Qualification:
Of the required six years professional engineering experience, applicant must demonstrate a minimum five years of roadway design experience, one of which has to be at Engineer 5 or Engineer 5 DCL level in the Road Design Section. Advanced degrees will not substitute for the required roadway design experience.
Applicant must be proficient in CADD design and CADD applications.
About this position:
The Office of Engineering/Road Design CADD Standards Engineer is responsible for the development and maintenance of policies and procedures and the review, acquisition and maintenance of programs to enhance and promote the automation of design engineering activities for DOTD and its clients. This position provides engineering expertise as it applies to the automation of engineering activities in a highway design capacity. This requires a high degree of knowledge in engineering principles of roadway design, applied in specialized areas of information technology including networking, implementation and systems integration. Directs the preparation of roadway construction plans by in-house staff and by consultant engineers through the application of policies, procedures, manuals, engineering directives and other means.
This position will be filled by promotion (open to all statewide classified and Agency-wide permanent status employees).

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1. Two years of licensed engineering experience.

2. Six years of professional engineering experience.


SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.


NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.


NOTE:

FUNCTION OF WORK:

Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.


LEVEL OF WORK:

Expert.


SUPERVISION RECEIVED:

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.


SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.


LOCATION OF WORK:

May be used by all state agencies.


JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.


Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

35% Manage statewide CADD system, CADD Standards Compliance System, Electronic Plans Delivery System, and other design automation systems used by DOTD personnel and its clients. Consult with all design sections within DOTD to determine specific automation needs relating to design and to coordinate these needs with existing systems. Consult with IT section, Office of Engineering and Road Design Administrator to obtain resources needed to meet design automation needs. As needed, procure services and manage contracts with consultants in order to install and/or maintain CADD software used by DOTD.
15% Provide technical assistance to designers and application users, including consultants, vendors and local entities. Maintain problem resolution reports to share with designers. Chair user group meetings to solicit ideas, listen to general problems, and provide information to designers. Follow up with minutes and action items. Oversees CADD production of the Road Design Section. Creates standard templates that can be used by HQ as well as District personnel to ensure consistency in design and format. These templates include, but are not limited to the following: roadway sections, quantity tables, project setup, delivery, and final production, whether it is paper (hard copy), electronic (PDF or TIF), or intelligent (ALG, DTM information).
15% Maintain CADD skills by conducting all phases of roadway design and plan development as an in-house designer. Prepare detailed engineering design drawings, calculate all necessary quantities, and prepare cost estimates for a variety of road design projects. Independently develop and manage design plans for a roadway construction project from inception to letting. Trains subordinate staff in all aspects of roadway design and plan preparation. While in the supervisory capacity, is responsible for planning and managing the workload of subordinate staff's workload.
10% Develops, updates, revises, and maintains engineering policies, directives, procedures and manuals related to roadway design and plan preparation. Meets regularly with other sections, FHWA, and needed experts to develop or revise documents and information used by roadway designers throughout the state. Identifies major oversights or errors by reviewing change orders to determine if recurring errors are evident. Devises methods to reduce these errors and implements these corrective procedures. Must be up-to-date on the state of the profession and on the latest technology available to transportation engineers and designers.
5% Work with contractors, designer, specifications engineer, construction personnel, FHWA, legal counsel and others to ensure DOTD is a leader in 3D design and design automation. This includes developing and maintaining specifications and policies and procedures to utilize new technologies.
5% Evaluate commercial software both prior to and after purchase to verify it follows guidelines established by DOTD. Determine the effect of new or modified applications on other programs before utilization of the application. Thoroughly test all aspects of new or changed programs to ensure accuracy and compliance with engineering principles. Make concessions and communicate effect of new applications to the users. Work closely with the IT Section and software developers to coordinate the integration of systems, identify needed resources, and manage or consult on contracts affecting the design automation systems.
5% Present new or modified applications and any changes in policies and procedures due to the applications at various local and national conferences to keep designers informed of changes and innovations in automation. Work closely with the software developers and the Training Section to provide needed training to the designers. Represents DOTD in meetings with local, state and federal agencies. Responds to inquiries from the public and other interested parties. May be required to make technical presentations at meetings, to the DOTD Secretary, to elected officials or to the general public. Requires frequent written and phone correspondence with these individuals.
5% Serves as a fact witness and technical expert in roadway design in tort cases against DOTD.
5% May be required to perform other duties as necessary, including but not limited to, emergency/disaster support activities.Employment Type: Promotion
