Job description

This position is 37.5 hours per week.
NOTES SPECIFIC TO THIS RECRUITMENT:

This position will assist the Traffic Engineer with various duties including managing sign and markings maintenance program and staff, managing signal shop maintenance program and staff, traffic elements of road design, developer traffic study review, respond to citizen traffic concerns, conduct traffic studies, and review of contractor permit traffic control plans.

Position may be filled at the level of Engineer 1 or Engineer 2 depending on the final candidate's qualifications. Salary ranges are as follows:

Engineer 1: $52,252.50 - $73,124.93 Annually

Engineer 2: $63,576.25 - $88,998.59 Annually


Engineer 1:
This position performs professional office and field engineering work in a section of the County's Public Works Department. The position allocated to this class is the entry and first professional level in this series. Incumbents are expected to perform a variety of engineering and supervisory tasks involving the analysis of data and the preparation of reports. Work requires the application of engineering principles and practices. Work is performed under the professional engineering guidance of a higher-level engineer and is reviewed for the accuracy of the final product.
Advancement from an Engineer 1 to an Engineer 2 is determined by an affirmative recommendation of the department and receipt of a license as a registered Professional Engineer.
Engineer 2:
This position is responsible for professional office and field engineering work in a section of the County's Public Works Department. Second professional level. Incumbents are expected to perform a variety of engineering and supervisory tasks on technically complex projects and assignments. Work requires the application of engineering principles and practices. Work is performed with considerable independence under the guidance of a higher-level engineer and is reviewed for the accuracy of the final product.



Engineer 1:
Engineering and Roads
  • Assists in traffic studies, road design, bridge design, transportation engineering, road maintenance, stormwater conveyance/treatment/disposal, safety programs, and construction management, as assigned.
  • Conducts a variety of engineering analyses including; traffic capacity analyses, roadway design, bridge design, stormwater facility design, maintenance operations, project construction administration, traffic safety and operational analyses.
  • Performs structural design of bridges, bridge repairs, scour repair projects, construction support and assisting bridge inspection and evaluation.
  • Manages numerous water and environmental projects throughout the County (County Road Projects, and Small Works Roster projects).
  • Prepares reports, testimony, and presentations on engineering issues for presentations to community groups and at public hearings.
  • Assists in the review of commercial and subdivision development projects.
  • Reviews and analyzes commercial site and residential development road and drainage plans for compliance with the County Standards.
  • Meets with and educates developers and consulting engineers on County road, sewer and drainage standards.
  • Reviews floodplain permits for compliance with Spokane County's Floodplain Ordinance.
  • Assists in Newman Lake water quality monitoring, lake health decisions, and project management due to the Total Phosphorus Total Maximum Daily Limit issued by WA Dept. of Ecology.
  • Supervises Newman Lake field technician and manage Newman Lake water levels according to the policies.
  • Attends/hosts meetings with Newman Lake Advisory Board, County Building and Planning, engineering/architecture consultants, and local community members.
  • Forms partnerships with local agencies/organizations to better the health of the environment in Spokane County.
  • Performs/authors and reviews hydraulic and hydrologic models and reports.
  • Performs other related duties as required/assigned.

Engineer 2:
Engineering and Roads
  • Performs road design, traffic analyses and design, stormwater facility design, and structural design. Directs and checks the work of technicians, consultants and lower level engineers preparing contract plans, specifications, estimates for contract documents.
  • Reviews plans and studies to ensure compliance with local, state, and federal regulations; manages technical aspects of projects, including computer modeling, data collection and monitoring.
  • Resolves problems on failing systems, determines cause of failure and determines best approach to remedy problem.
  • Responds to public questions in person, in writing and by phone; plans and conducts workshops on engineering issues.
  • Prepares applications for federal and state grants for various projects.
  • Prepares reports, testimony, and presentations on engineering issues for community groups and public hearing.
  • Performs construction administration by supervising lower level engineer(s), supervises field inspectors, resolves construction contract conflicts, and administers construction contracts.
  • Reviews reports, plans and specifications submitted by developers for road design and stormwater conveyance, treatment or disposal facilities; reviews stormwater facility operations with maintenance personnel.
  • Reviews, applies and maintains compliance with relevant permits.
  • Represents the County Engineer at meetings with developers and consulting engineers.
  • Evaluates complex and/or alternative road and storm drainage system design concepts for conformance to good engineering practice and County Standards.
  • Drafts related legal documents, such as easements, special agreements, etc., as necessary to protect the public's interest related to development projects.
  • Reviews reports, plans and specifications submitted by contractors or consultants for public works engineering projects.
  • Reviews stormwater facility operations with maintenance personnel.
  • Directs the activities of the Maintenance Section.
  • Responsible for developing a three-year maintenance plan.
  • Coordinates rock-crushing projects to support the program.
  • Develops the maintenance budget and monitors expenditures to insure compliance.
  • Develops effective maintenance strategies for roads and bridges.
  • Directs the activities of third and second line maintenance supervisors involved in the maintenance of county roads, bridges, drainage facilities rights of way and other facilities.
  • Coordinates work schedules prepared by supervisors, monitors progress, and inspects field work.
  • Coordinates with the Design Engineer, Construction Engineer and others to insure the maintainability of new roads and bridges.
  • Performs routine, under bridge inspections (UBIT) and damage inspections of Spokane County's bridge inventory, coordinating underwater and special inspections with WSDOT.
  • Manages the Bridge Inspection files and Washington State Bridge Inventory System (WSBIS) database.
  • Performs load ratings, overweight permit vehicle evaluations and recommends weight restrictions and repairs.
  • Assists with design and drafting related to bridge maintenance projects, prepares estimates, scopes, layouts and grant applications for future bridge repair, replacement and rehabilitation projects.
  • Completes hydraulic modeling as needed for bridge replacement or repairs.
  • Plans and conducts workshops on engineering issues.
  • Performs other related duties as required/assigned.

Engineer 1:
EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor's degree from an accredited college or university with a degree in Engineering or possession of an Engineer-In-Training Certificate.
  • Experience working in a related field preferred.
  • Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

Engineer 2:
Meet requirements for Engineer 1 and possesses a certification as a Professional Engineer in the State of Washington. Engineering certification from states with reciprocity with Washington will be accepted, provided that the incumbent applies for and receives a Washington Professional Engineering Certification within six (6) months of being classified as an Engineer 2.Engineer 1:
  • Knowledge of basic engineering principles and practices sufficient to perform the work.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with property owners, general public, contracts, agencies and fellow workers.
  • Ability to determine the kind of data required for a project, and to direct the activities of others in gathering the data.
  • Ability to accurately analyze data and prepare technical reports.
  • Ability to accurately analyze data and prepare a design.
  • Ability to investigate field conditions and diagnose problems.
  • Ability to organize work tasks to complete projects within established timetables.
  • Ability to work with various computer programs: engineering models, word processing, database, spreadsheet, and various Geographic Information Systems applications.
  • Ability to effectively manage projects through to completion and according to established deadlines.

Engineer 2:
  • Knowledge of basic engineering principles and practices sufficient to perform the work.
  • Knowledge of complex engineering theories, principles and practices.
  • Knowledge of Local, State and Federal Regulations.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
