Central Engineering is seeking an energized, collaborative, solution, and team-oriented Assistant Energy Manager to assist our team attain the next level of excellence in the management of our Building Automation/Management BAS/BMS system. The successful candidate will collaborate with our Sustainability and Energy Management team to determine and develop standards of excellence for our programs including our LED in 23! Campaign, building and water managements systems, performance driven maintenance, retro-commissioning, energy and water efficiency and other sustainability efforts. This position will also engage our Adult Correction Design, Facilities Management and Correctional Operations to ensure the success of our program and BAS/BMS systems . Other duties include:
  • Develops situational awareness from our leadership down to our line employees regarding our water & energy efficiency efforts, practices, and skill levels to develop standards of excellence with a focus on our building management, retro-commissioning, performance driven maintenance, and energy efficiency efforts.
  • Collaborates with peers and executive leadership to develop departmental goals and strategies for our energy programs. (E.g.: Building Management & Water Management and other Design Guidelines, priorities and goals for project implantation, Performance Driven Maintenance training protocols and education standards for facilities management staff)
  • Develops goals, objectives and metrics including baselines and benchmarks to ensure BAS/BMS program meets our desired level of success.
  • Mentors, leads, and coaches team members to ensure they meet goals and objectives, which includes a purposeful focus on program goals.
  • Develops and implements best engineering policies, practices, and processes through use of a continuous improvement model/culture.
  • Builds and maintains positive business relationships with internal and external stakeholders. · Keeps up to date with statutory/code changes and new technological developments.
  • Discusses/negotiates contract terms and conditions with vendors and clients.

About the Department of Adult Correction (DAC)
The North Carolina Department of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons, Correction Enterprises, the Division of Community Supervision, and the Division of Rehabilitation & Reentry.The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience in the deployment and/or use of BAS/BMS systems down to programming level for at least one BAD/BMS system.
  • Demonstrated experience guiding teams within organizations toward successful implementation of energy & water efficiency efforts, via BAS/BMS.
  • Demonstrated knowledge and understanding of engineering concepts, practices, and theories used in energy management, water management and/or building systems and their practical application with BAS/BMS systems.
  • Demonstrated experience with determining program/project priorities, processes, and procedures.

Management Preferences:
  • Four-year degree in Mechanical, Electrical, Industrial, Energy or similar Engineering degree from an ABET accredited university.
  • (4) years' experience in energy management BAS/BMS systems, facilities management, project management or a combination of these disciplines.
  • Demonstrated experience managing BAS/BMS or similar construction projects and/or operational budgets.
  • Experience with the Niagara Framework.
  • Autocad or equivalent experience.
  • Excel or equivalent spreadsheet, or database management.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
