Job Description

POSITION TITLE: Energy Program Intake/Outreach Worker - Bilingual English/Spanish Preferred
RESPONSIBLE TO: Energy Assistance Program Coordinator

Pay: $16.87/hr plus a .50 premium per hour when verbal language test is passed

RESPONSIBLE FOR:
The Energy Program Intake/Outreach Worker position is a regular full-time, non-exempt position that provides support services to the Energy Assistance Program Coordinator and the Energy Services Department. This position is responsible for performing eligibility intakes, outreach, and general clerical duties including such things as processing client applications, data entry, and other needs as assigned.

ESSENTIAL DUTIES:

1. Create a positive team atmosphere providing quality service to clients, staff, and volunteers through active listening, positive problem solving, and timely responses of information/referrals.

2. To participate in agency and department outreach planning to include meetings, coordinating with stakeholders, targeted approaches, tracking activities, and outcomes.

3. Return calls and interact with both English and Spanish speaking households requesting information or transfer the request for information to appropriate staff person

4. Performs community outreach to educate potential clients about YCAP programs and general program qualifications through social media, press releases, community events, and various locations including multiple YCAP facilities.

5. Process client applications ensuring compliance with program requirements, verifying client information through computer analysis, auditing client files, entering data, and following up on details.

6. Manage client cases including conducting onsite visits, documenting usage, developing service plans, providing information and referrals, maintaining data and records, and ensuring compliance with grant and program requirements.

7. Provide client tracking, research and resolve problems with application packets, investigate unusual situations, recommend appropriate action for discrepancies, monitor and follow-up with participant progress toward outcomes to facilitate completion.

8. Ensure compliance with federal, state, local, and agency program requirements to establish accurate and properly documented information to confirm client eligibility, production goals, record keeping, data entry, and timely reporting.

9. Occasionally drive to and from locations for various functions such as meetings and Outreach.
10. Other duties as assigned.

PHYSICAL DEMANDS
The physical demands described represent those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is occasionally required to stand; walk on uneven terrain at times; sit; use hands to handle tools, equipment; reach with hands and arms; climb stairs/hills; balance; stoop; kneel; crouch or crawl; talk and hear. The employee must occasionally lift or move up to 35 pounds. Employee will be subjected to outside environmental conditions while conducting various levels of outreach targeted events. In addition to working in a typical office environment, the Intake/Outreach worker will be required to work in areas such as residences, manufactured home parks, multi-dwelling locations, to include working in dirty environments and with potentially challenging individuals.

KNOWLEDGE, SKILLS & ABILITIES:

  • High School Diploma or equivalent
  • Strong interpersonal skills for connecting and working with persons from diverse backgrounds (including, but not limited to, ethnic, religious, physical and mental abilities, etc.)
  • Experience in eligibility programs and providing direct services to individuals
  • Ability to organize detail-oriented projects and work independently on multiple projects in a timely fashion
  • A familiarity with resources in Yamhill County
  • Recognition of appropriate boundaries and the ability to implement them and maintain client confidentiality
  • Ability to problem solve and work effectively in stressful or crisis situations
  • Bilingual- (English and Spanish) and bi-cultural experience and abilities preferred
  • Strong oral and written communication skills
  • Commitment to work as an essential part of a team
  • Knowledge of computers including word processing, MS Access, & databases
  • Ability to be flexible in work schedule as needed (evenings, weekends, & out of town travel)
  • Ability to pass drug/alcohol & background check and insurance check of driving record

Job Type: Full-time

Pay: From $16.87 per hour

Expected hours: 40 per week
