About The Position
Analyzes, plans, designs, implements, and administers the Emergency Medical Services (EMS) Performance Improvement program for the Fire Department. The Fire Department provides EMS including Advanced Life Support. Applicant should possess excellent analytical and problem-solving skills, with the ability to analyze data, identify trends, and develop strategies for improvement. Applicant should have a strong understanding of fire department operations, regulations, and procedures, as well as the ability to communicate effectively with department staff, government officials, and other stakeholders. The schedule for this position typically is a 40 hour work week Monday- Thursday 7a-5p (Fridays off); however, due to the nature of the position, could be required to work at other times.

PLEASE NOTE: Years of experience are based on a work schedule of 2,080 hours per year for full-time positions and 1,040 hours per year for part-time positions, and while work experience may substitute for education on a year-for-year basis, depending upon the job classification, education may not be substituted for work experience.Education and Experience:
  • Bachelor's Degree in nursing, emergency medical technician-paramedicine, or a related field from an accredited educational institution is required.
  • Must have three years of experience as a Paramedic, Registered Nurse, or Emergency Medicine Practitioner.
  • An equivalent combination of education and job related experience may substitute for the educational requirements on a year-for-year basis.
Licensing, Credentials and Other Requirements:
  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
  • Must possess and maintain an Arizona registered nurse certification or paramedic certification from the National Registry of Emergency Medical Technicians (NREMT) or Arizona Department of Health Services (AZDHS) at the time of hire.
  • Must possess an Advanced Cardiac Life Support (ACLS) instructor certification or have the ability to obtain certification within one year of hire.
  • Must possess a Pediatric Advanced Life Support (PALS) or Pediatric Education for Pre-hospital Professionals instructor certification or have the ability to obtain certification within one year of hire.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/section assignment.Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Conducts Performance Improvement reviews of EMS documentation and care delivered as set forth by Arizona Department of Health Services guidelines.
  • Evaluates EMS data and programs; identifies the most effective methods of emergency medical care; identifies methods to correct complex medical issues and patient care delivery situations; designs and administers continuous quality improvement programs to measure program outcomes and effectiveness; develops standard operating procedures (SOPs), educational and operational programs, and makes other medical recommendations to chain of command as needed.
  • Analyzes, plans, and evaluates EMS programs. Conducts research and analysis of current and future EMS issues and trends to EMS medical services reflecting the most current technology and service delivery alternatives.
  • Conducts EMS training activities and classroom instruction sessions including Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), CPR, and Emergency Medical Technician programs as assigned.
  • Develops, recommends and implements forecasts for long and short-range goals and objectives of the EMS Division.
  • Researches funding and grant opportunities.

  • Most work is performed in a City office environment.
  • Move objects weighing up to 50 pounds, including CPR mannequins, computers simulators, and other training materials and equipment for distances of up to 150 feet.
  • Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand and eye movement.
  • Travel to/from meetings and various locations.
  • Occasional emergency ride-along observation shifts.
