Title: EMS Emergency Preparedness Liaison

Location: Hybrid - Lansing, MI Office
Purpose: This position is responsible for all aspects of EMS system Emergency Preparedness activities within the Bureau of Emergency Preparedness, EMS, and Systems of Care (BEPESoC). Synthesizes complex concepts across the emergency management continuum of planning, mitigation, response, and recovery as they relate to the EMS System within the Bureau and at the MCA, agency, education programs, and provider levels including crisis standards of care. Responsible for incorporation of EMS into the Michigan Department of Health and Human Services (MDHHS) Emergency Operations Plan (EOP) in collaboration with the MDHHS emergency management coordinators (EMCs). Provides EMS education related to all aspects of Emergency Preparedness for Division of EMS and Systems of Care (DESoC) and participates in Hospital Preparedness Program Regional Leadership meetings and activities within the Division of Emergency Preparedness and Response (DEPR). Collaborates with all sections of the BEPESoC that may require interactions with EMS to complete preparedness mission specific activities. Represents the EMS system in planning and operations sections of the Community Health Emergency Coordination Center (CHECC) during response to public health crisis or emergencies.
Duties and Responsibilities:

  • Represent EMS in the Operations and/or Planning sections of the CHECC.
  • In collaboration with the MCA Coordinator, develop, review, or revise EMS protocols that facilitate response to public health crises, and other special circumstances such as chemical, biological, radiological, nuclear, or natural disasters, or other incidents that produce mass casualties, as well as emergency protocols that may require just in time implementation.
  • Develop and ensure appropriate communication through a variety of mechanisms regarding current Emergency Preparedness activities with the BEPESoC and to EMS agencies, MCA's, EMS education programs, and providers.
  • Collaborate with the EMS for Children Coordinator and other BEPESoC team members to assure pediatric readiness for agencies, personnel.
  • Facilitate enrollment of EMS stakeholders on the Michigan Health Alert Network.
  • Collaborate with the MDHHS EMCs to ensure EMS system responsibilities are described in the MDHHS EOP.
  • Participate in HPP Regional Leadership meetings.
  • Promote and provide EMS system education regarding Emergency Preparedness such as National Disaster Life Support Courses-Basic and Advanced levels.
  • Coordinate with HPP and EMS Agency Licensing Coordinator for activities related to the Special Pathogen Response Network.
  • Provide SME to EMS continuing and initial education coordinators regarding Emergency Preparedness portions of curricula for all levels of EMS providers.
  • Based on situation and current needs, works collaboratively with the EMS Data Manager and Coordinator to develop EMS surveillance reports that inform response and recovery activities.
  • Always represent the best interests of MDHHS and MPHI.
  • All other duties as assigned.
Qualifications/Requirements:
Education: Possession of a bachelor's degree in any major, preference for degrees with focus in public health, population health, and health sciences.
Experience: Must be a licensed EMS clinician and instructor coordinator in good standing with the State of Michigan. Must have thorough knowledge of incident command and completed the FEMA IS 100, 200, 700 and 800 courses, and preferable the FEMA 300 and 400 courses or complete them at the first opportunity they are offered within the State. Must be able to work under pressure to produce accurate written and meaningful products that inform a given situation. Ability to work independently or in a team situation. Critical thinking and planning skills are imperative.

Work Environment and Physical Requirements: Standard office environment. Job may require minimal physical effort such as transporting a laptop computer. Involves significant computer related activity including keyboarding and work on a computer screen, in addition to communication by telephone.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: Performs as a critical member of a team of professionals working to support healthcare systems and Emergency Preparedness in Michigan, including public health, healthcare, EMS, Stroke, STEMI, and Trauma.
