Job Description:JOB SUMMARY: EMS Captain, while performing ambulance paramedic duties, independently supervise all on-duty field employees and have overall responsibility for the successful operation of the Clear Creek EMS system during their 48-hour shifts. EMS Captains also perform program management, administrative and special event duties as agreed upon by the three Captains, which may require additional meetings or work outside of their normally scheduled 48-hour shifts. Under general supervision by the Lead Captain, this position is responsible for performing a variety of complex and sensitive administrative duties requiring knowledge of policies, procedures, finances, and software systems. Independent judgment and ability to work with confidential patient information are necessary. Responsibilities include, but are not limited to: performing complex administrative duties, such as interfacing between special projects involved with the other Captains, Medical Billing Agent, Collection Agency, Computer Technical Support Administrator, Telephone System Administrator, other EMS staff members. Assistance and report preparation for administration of budget, audit, grants and medical billing reconciliation reports for EMS department business.Assume a primary role in the promotion of customer service, continuous quality improvement and public relations. Serve on numerous local and regional boards and acts as department liaison for other departments, agencies and the public. May perform the work of the Billing Agency person and technical peers as needed.Perform Paramedic and medical incident command functions as necessary. Compliance with state regulations pertaining to EMS personnel and ambulance licensing, quality assurance, strategic planning. Procurement of necessary equipment for Buildings and Vehicles. Performs other duties as assigned. PRINCIPAL JOB DUTIES: Have overall responsibility for the successful operation of the CCEMS system during a 48-hour shift, including:Act as liaison for staff (often due to varying schedules) with Human Resource Specialist and Payroll Clerk for personnel information.Financial - Audit, prepare, record and submit expenditure vouchers and invoices for payment for EMS Department, Medical Billing Agency, Computer System, Telephone and Communications Systems on a bi-monthly schedule. Emergency Response - Respond to incidents as needed. May fill-in as Paramedic when needed, staff ambulances as necessary, perform medical incident command functions.Mitigate safety risks whenever possible, manage employee injuries, and investigate accidents involving CCEMS vehicles. Act as the Public Information Officer and Supervise personnel in EMS when and where appropriate. Assist the public in person and on the telephone by providing technical information related to area of responsibility, and referring individuals and/or patients to appropriate staff or department.Office/Clerical Compose and edit a wide range of correspondence, memos, reports, forms, emails. Take and transcribe minutes, often of a confidential and sensitive nature. Strategic planning for organization. Design system structure, ensure funding source to operate agency, designate expenditures and work to increase revenue. Keep apprised of new trends in industry and plans for future of the agency.Coordinate interagency response, develop and maintain relationships with multiple groups including CDOT, mutual aid partners, local law enforcement agencies, Search and Rescue, Clear Creek Fire Authority, and Ski Patrols.Maintain eligibility to participate in Medicare and state health care programs pursuant to the US Social Security Act, or as otherwise provided by law, including Office of Inspector General regulations..Health Insurance Portability and Accountability Act (HIPAA) Compliance Officer (Privacy) - Compile and prepare complex reports, handle confidential files, patient records and payments, speak with patients about billing matters. Adhere to all county and HIPAA policies and procedures.Implement and enforce CCEMS and County policies and medical protocols.Mentor, coach and train field employees on all aspects of their work and performance.Assist with scheduling and exercise judgement about staffing and overtimeLead informal and formal post-call reviews.Guide and participate in activities designed to improve provider psychological resilience.Use phones, radios, and computers extensively to communicate, plan, and accomplish required tasks and objectives; assist other employees in the use of these technologies.Schedule and attend meetings outside of normally scheduled ambulance shifts to achieve job responsibilities, as approved or as assigned by Lead Captain.Manage projects, complete tasks, and perform other supervisory and paramedic duties as assigned by the Lead Captain.Perform other duties as assigned by the EMS Captain. Finance and EMS Liaison:Assist with preparation of budgets, operational plans, and grants, as requested by the County Manager.Bookkeeping - Provide technical assistance for/administrate software, computer system, telephone system and office machinery. Attend supervisory and staff meetingsRespond to large and/or extended major events including mass casualty and other disaster events. Serve as Health & Medical representative in County EOC as needed.Oversee safety and risk management programs and acts as department liaison for infectious exposure and workers compensation issues.maintain efficient record-keeping and filing systems for, medical billing, collection agency tracking, and confidential records. Maintain, update, coordinates destruction of files in accordance with Record Retention Schedule of the State of Colorado.Take and do initial investigation of complaints against CCEMS or its employees.Implement and enforce CCEMS and County policies and medical protocols.Have current knowledge of and maintain CCEMS compliance with state and federal laws.Payroll - Prepare process and create reports for EMS payroll on a bi-monthly schedule.Data Management and Tracking - Compile operational data and documentation to improve staffing patterns, funding, and general operational management. Responsible for submission of data to meet State and Federal requirements.Review informal and formal post-call reviews.Mitigate safety risks whenever possible, manage employee injuries, and investigate accidents involving CCEMS vehicles. Operations and Logistics:Make system resource allocation decisions under pressure and while performing paramedic duties on an ambulance. Those duties include: positioning ambulances, providing and requesting mutual aid, calling in additional CCEMS personnel, leading disaster operations.Act as liaison for staff (often due to varying schedules) with Human Resource Specialist and Payroll Clerk for personnel information.Financial - Audit, prepare, record and submit expenditure vouchers and invoices for payment for EMS Department, Medical Billing Agency, Computer System, Telephone and Communications Systems on a bi-monthly schedule.Ensure that CCEMS emergency vehicles and equipment are at the expected level of readiness.Assist with preparation of budgets, operational plans, and grants, as requested by the Lead Captain.Attend supervision and staff meetings. Assist the public in person and on the telephone by providing technical information related to area of responsibility, and referring individuals and/or patients to appropriate staff or department.Supply ordering - Maintain/order office, building, medical supplies, and vehicle maintenance and recordsEnsure that CCEMS emergency vehicles and equipment are at the expected level of readinessTechnology management - Implement, update and manage computer software for data management and web based resources.DEA registered narcotic managerMitigate safety risks whenever possible, manage employee injuries, and investigate accidents involving CCEMS vehicles Clinical Education Specialist (CES) and Grants:Payroll - Prepare process and create reports for EMS payroll on a bi-monthly scheduleFinancial - Audit, prepare, record and submit expenditure vouchers and invoices for payment for EMS Department, Medical Billing Agency, Computer System, Telephone and Communications Systems on a bi-monthly schedule.Grant management - Pursue funding sources for EMS including grants, special operations deployments and partnershipsHave current knowledge of and maintain CCEMS compliance with state and federal laws.Quality Improvement Program and reviews.Personnel management - Provide coaching for their personal development, feedback/performance appraisals and ensure communication among them. Promote a fair and ethical work environment. Responsible for certification management and recertification guidanceAdministration - Oversee training coordination, personnel management and training. Guide and participate in activities designed to improve provider psychological resilience.Take and do initial investigation of complaints against CCEMS or its employees.Administration - Oversee training coordination, personnel management and training, quality assurance, public outreachCoordination- Compiles reports and agency information for Community Service Block Grant, Provider Grant and Homeland Security Grant, and other projects. Prepares for and organizes meetings, classes, events, etc. Emergency Medical Response:Hourly average 56 hours per week. Work under the 48/96 (approximately 5 forty-eight hour shifts per month) with mandatory overtime (varies by week). Some duty schedule flexibility required. On call time highly encouraged.Respond to emergency calls as needed within the Clear Creek Emergency Services District.Respond for mutual aid per mutual aid agreements.Provide emergency medical care to the sick and injured.Promote and encourage a team oriented environment with all members and other agencies.Implement Incident Command System in appropriate emergency situations.Care for and maintain equipment.Must have knowledge in the use of ambulance equipment and contents and have the ability to maintain ambulance readiness.Complete patient care documentation and maintain HIPAA compliance.Complete operational chores, reports and other assigned duties by the end of shift which includes reporting and documenting problems on appropriate forms.Maintain eligibility to participate in Medicare and state health care programs pursuant to the US Social Security Act, or as otherwise provided by law, including Office of Inspector General regulations; and report any action suspending or terminating eligibility immediately to the Captains.Respond to incidents as needed. Staffs ambulances and on call as necessary, staffing for special events, perform medical incident command functions.Make system resource allocation decisions under pressure and while performing paramedic duties on an ambulance. Those duties include: positioning ambulances, providing and requesting mutual aid, calling in additional CCEMS personnel, leading disaster operations. MINIMUM JOB REQUIREMENTS: EDUCATION:State of Colorado Paramedic CertificationCPR (Healthcare Provider level)ACLS CertificationPALS/PEPP CertificationInstructor certifications encouragedICS 100, 200, 300, 700 and 800 preferred, required within one (1) year of hireMust maintain certifications required by State of Colorado, Physician Advisor, and CCEMS EXPERIENCE:Minimum five (5) years experience as a Paramedic. KNOWLEDGE, SKILLS & ABILITIES:This position requires a self-motivated individual with the ability to complete duties, develop policy and implement operational strategy.Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, supervisors, volunteers, fellow public safety agencies; and the ability to listen is a must.Experience with various computer software applications.Experience with EMS business financial issues.Ability to work and direct personnel in the EMS field.Work with interagency management.Ability to maintain courteous and effective working relationships with the public, County departments, co-workers and other agencies.Exercising independent judgment and critical thought.Management skills - leadership techniques, resource allocation, coordination of people and resources, and human resources modeling.Ability to maintain a high level of professionalism.Maintain appropriate level of physical fitness. NECESSARY SPECIAL REQUIREMENTS:Colorado Motor Vehicle Drivers License without restriction or revocationMust pass background check: Criminal and Traffic Conviction of a crime will not be an absolute bar to employmentParamedic must be without restrictionMust not be excluded from participation in Medicare and state health care programs as provided in the US Social Security Act, 42 USCA 1320a-7, or as otherwise provided by law, at the time of hire and at all times thereafterRequired legal authorization to work - United States citizenship or legal authorization to work in the United States POSSIBLE HEALTH RISKS SPECIFIC TO THIS POSITION: This position has been determined to be an EXTREME exposure risk to biohazards associated with blood-borne pathogens HIV (aids), HAV (Hepatitis A) virus, HBV (hepatitis B) virus, and air-borne transmissions of TB (tuberculosis). Members are advised that exposure to a biohazard may result in severe illness or death. Members are required by Department policy to use protective equipment and clothing. Inoculation may be required to prevent or treat exposures to biohazards. The County provides inoculation of HAV, HBV, (Testing for TB) Chickenpox, Tdap (Tetanus, Diptheria, & Pertussis), Meningococcal, MMR (Measles, Mumps & Rubella), and Influenza. Some vaccinations are only required once in a life time, and you may be required to show documentation of the vaccine.
