Job Description
Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health conditions reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and supportive services. CAS works with other components of HRA and with other governmental and non-governmental service provides to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity.
Under the direction of the Assistant Deputy Commissioner of the Office of Rehabilitation Services with wide latitude for independent judgement, initiative, and decision making, the Employment Vocational Rehabilitation Service Coordinator is responsible for assisting in the development, overseeing the implementation, and monitoring on an ongoing basis quality improvement plans of employment and vocational REHABILITATION SERVICES within Customized Assistance Services' programs, including the WeCARE (Wellness, Comprehensive Assessment, Rehabilitation and Employment) Program, Substance Abuse Comprehensive Service Model (CSM) Programs, Supporting Housing Programs and the Office of Reasonable Accommodations.
Customized Assistance Services (CAS), Office of Rehabilitation Services is recruiting ng for an Administrative Assistant Staff Analyst (MN) to function as an Employment & Vocational Rehabilitation Services Coordinator, who will:
Provide consultation and technical assistance to CAS program staff including contractors in the development and ongoing improvement in Workforce Development and vocational REHABILITATION SERVICES (VRS) component of CAS programs through presenting best practices, devising strategies to enhance employment services, developing resources and tools, and conducting training.
Provide program oversight, monitoring, evaluation of the Workforce Development and vocational REHABILITATION SERVICES in CAS programs through site visits, meetings and service delivery reviews and audits (including data collection and analysis and the review of documents and reports) to determine compliance with contractual requirements and program policies and procedures and to formulate recommendations for improvement and provide approval of identified services.
Foster and support collaboration between CAS and DSS Workforce Development programs including participation with any special employment related projects. Act as point person between CAS Workforce Development vendors and HRA Business Link, facilitate collaboration and communication regarding hiring events, referrals and placement; organize special events and track, analyze and report outcomes.
Act as a principal advisor to the Assistant Deputy Commissioner on policies, procedures and other issues with Workforce Development and vocational rehabilitation elements; perform special projects as required.
Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
