THE POSITION

If so, the Department of Labor & Industry, Bureau of Workforce Partnership and Operations (BWPO) Eastern Regional Office is looking for an Employment Security Manager 2 to join the team! This position performs managerial work in the implementation of policy, procedure, and strategic goals for the operation of the workforce development system, including the PA CareerLink® centers within one of six statewide regions. Oversee the planning, direction, organization, and supervision of a full range of workforce development, employment, and training services for jobseekers and employers within the Commonwealth.

The office location will be selected by the chosen candidate in one of the following PA CareerLink® Offices: Carbon, Monroe, Hazleton, Wilkes-Barre, Scranton, Pottsville, Towanda or Wellsboro. Apply today!

DESCRIPTION OF WORK

As an Employment Security Manager 2, you will provide guidance and direction to PA CareerLink® offices in the Eastern region through written and oral communication, conferences, meetings, and email. You will collaborate with PA CareerLink® administrators and program supervisors to establish priorities, plan workloads, and meet performance goals within staffing and budget allocations. Oversee personnel activity, including requesting/justifying positions and submitting all required documentation for hiring and participate in the selection process for PA CareerLink® administrators, program supervisors, and other staff as needed. This role also involves conducting employee performance reviews of subordinate staff.

We are looking for someone who possesses excellent interpersonal skills which will allow you to serve as a liaison between the state workforce development system and industry partnerships. You will strive to establish and maintain effective working relationships with other governmental agencies, community and faith-based organizations, and workforce and economic development organizations to promote cooperative opportunities and partnerships.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • The selected candidate may choose to report to one of the following PA CareerLink offices: Carbon, Monroe, Hazleton, Wilkes-Barre, Scranton, Pottsville, Towanda or Wellsboro.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the nearest headquarters office.
  • Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year of experience as an Employment Security Manager 1, or Employment Security Program Manager; or
  • Four years of technical experience in unemployment compensation or public employment service work including one year in a supervisory capacity; and a bachelor's degree; or
  • Four years of managerial, administrative, or consultative work involving planning and coordinating the work of others including three years in a public employment service agency or a closely related program within or outside government service; and a bachelor's degree; or
  • Any equivalent combination of experience and training that included three years in a public employment service agency or a closely related program within or outside government service, including or supplemented by one year of supervisory experience.
