ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DEFINITION
Positions in the Operations Officer series contribute to the effective management of an organizational unit, e.g., section, division, or agency by supervising and/or managing staff, problem solving as an individual contributor, or project managing.
Positions in the Operations Officer series are differentiated based on the following factors: analytics, budget, communications, environmental factors, functional responsibilities, minimum qualifications, policy, relationship building, supervision given, and supervision received.
This position is responsible for supporting the Office of Employee Engagement & Strategic Partnership by conducting data collection and analysis, assisting in action planning and coordinating and implementing related projects. They are responsible for designing, implementing, and evaluating programs and initiatives that foster a positive and productive work environment.
Duties may include:
  • Conducting surveys, interviews, focus groups, and other methods to collect feedback from employees and managers on various aspects of the organization, such as culture, values, communication, recognition, performance, and satisfaction.
  • Creating communication for engagement and HR strategic partnership initiatives.
  • Analyzing the data and identifying the strengths and areas of improvement for the organization, as well as the best practices and benchmarks from other organizations.
  • Providing user support for the enterprise Employee Engagement platform.
  • Developing and executing action plans and strategies to address the issues and opportunities identified from the feedback, such as creating or revising policies, procedures, processes, systems, and incentives.
  • Serving as an Employee Engagement subject matter expert and providing action planning guidance and support to agencies.
  • Communicating and collaborating with various stakeholders, such as senior leaders, managers, employees, Human Resources, and external partners, to ensure alignment and support for the Employee Engagement initiatives.   • Monitoring and measuring the impact and effectiveness of the Employee Engagement and HR strategic partnership programs and initiatives, using quantitative and qualitative indicators, such as retention, turnover, productivity, quality, customer satisfaction, and employee satisfaction.
  • Reporting and presenting the results and recommendations to the relevant audiences, such as senior leaders, managers, employees, and external partners, and soliciting their feedback and input for continuous improvement.
  • Leading, organizing and executing moderately complex HR strategic partnership projects to include establishing milestones and deadlines and managing project to completion in a timely manner. This includes assisting in initial organization of projects in DHR offices.

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a bachelor’s degree in business administration, Public Administration, Management, or related field from an accredited college or university.
AND
EXPERIENCE: Have 4 years of experience in professional-level administrative, operations, or technical work. Previous work lead experience may be required.
OR
NOTE EQUIVALENCIES: Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATES
Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit may be required.
DESIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge and understanding of the theories, principles, and practices of Employee Engagement, organizational behavior, and change management.
  • Proficiency in using various tools and methods to collect, analyze, and present data, such as surveys, interviews, focus groups, statistics, graphs, charts, and reports.
  • Ability to develop, analyze and manipulate data from various databases to produce reports and spreadsheets.
  • Excellent communication, interpersonal, and presentation skills, with the ability to communicate effectively with diverse audiences, both verbally and in writing.
  • Strong project management, problem-solving, and decision-making skills, with the ability to plan, organize, execute, and evaluate multiple projects and tasks simultaneously, within budget and deadlines.
  • Creativity, innovation, and initiative, with the ability to generate and implement new and effective ideas and solutions for Employee Engagement.
  • A high level of professionalism, integrity, and ethics, with the ability to maintain confidentiality and handle sensitive and confidential information and situations.
  • A positive, collaborative, and customer-oriented attitude, with the ability to build and maintain strong and trusting relationships with internal and external stakeholders such as superiors, associates, employees, City officials, the public and others.
  • Ability to conduct research, compile data and prepare statistical and narrative reports; to exercise sound judgement in arriving at conclusions, and to make concise recommendations based on this information.
  • Ability to deal with a variety of situations and problems under specified time constraints.
  • Ability to identify sensitive information and maintain confidentiality.
  • Ability to maintain records in accordance with regulation, policy and procedures.
