The Rancho Cucamonga Fire Protection District provides vital fire and life safety services to residents, visitors and businesses in Rancho Cucamonga. Through an innovative combination of risk reduction and emergency response programs, Fire District personnel are dedicated to delivering these services in an effective, efficient and professional manner to those we serve in cadence with the District's Mission and Core Values.
From fire suppression and emergency medical services, to our emphasis on integrated risk reduction through emergency preparedness, prevention and safety education, the District has always worked diligently to meet the changing needs of our community.
WHAT YOU WILL BE DOING HERE AT TEAM RC
The Emergency Management Division plans for potential disasters effecting Rancho Cucamonga and assists our residents and business to prepare before, during and after a disaster strikes. The Emergency Manager will be passionate about emergency preparedness, teaching and empowering others, and leading and mentoring a dedicated team.

YOUR IMPACT
You'll be responsible for:
  • Coordination of the City's emergency operations plan, hazard mitigation plan, continuity of operations plan and disaster recovery plan.
  • Division budget preparation, analysis and administration.
  • Administration of Department of Homeland Security and emergency management performance grant programs.
  • Execution of disaster or emergency procedures in the City's Emergency Operations Center (EOC).
  • Creating and conducting planning sessions for training curriculum.
  • Developing and presenting disaster preparedness and related community outreach programs.
  • Creating and conducting presentations to community groups, public and private schools, civic organizations, and private industry regarding emergency preparedness.
  • Oversight of RCFD volunteer groups such as Community Emergency Response Team (CERT), Auxiliary Communication Services (amateur radio), and Fire Explorers.
  • Conducting the City's annual emergency drills.
  • Analyzing and evaluating community and private business emergency plans regarding disaster response or emergency preparedness.
  • Responding to inquiries and providing explanation of disaster response, emergency preparedness and policies, procedures, programs, and best practices.
  • Obtaining necessary National Incident Management Systems (NIMS) certification required to instruct the EOC Academy for EOC assigned personnel.
  • Obtaining necessary CERT Training the Trainer and Program Manager certifications.

ARE YOU QUALIFIED
Education and/or Experience:
Bachelor's degree from an accredited four-year college or university with major coursework in business administration, public safety, or a closely related field. Five years of progressively responsible experience in the research, analysis, planning, and development of emergency planning, disaster preparedness, and related educational and training programs related to municipal administration, including at least one year of supervisory experience; or any combination of training and experience that provides the desired knowledge and abilities.
Knowledge of fire prevention, suppression, and hazardous materials handling techniques is desirable.
Knowledge, Skills and Abilities:
Principles, practices, and trends in designing and implementing comprehensive and effective emergency management planning and operations, and disaster recovery and emergency response procedures and practices; operations, activities and services of emergency management programs; program development, test exercise and drill coordination, educational practices; FEMA, Cal OES, SEMS, NIMS, CERT and related emergency management standards, regulations, laws, codes, and local ordinances pertaining to emergency response management and public safety communications systems; responsibilities goals, and functions of local, state, and federal government in planning and executing emergency services; Emergency Operations Center (EOC) operational characteristics of radio communications and other communication media used during public emergency situations; budgeting practices; supervisory practices.
Plan; develop, interpret, and administer effective emergency management programs; plan and conduct training; analyze problems, identify alternative solutions, and implement recommendations; recommend goals, objectives and practices for providing effective emergency management programs; prepare clear and concise reports and make public presentations; operate computer hardware and use word processing, spreadsheet, and related applications programs; communicate effectively, orally and in writing; establish and maintain effective working relations with staff, management, community liaisons and volunteers, public officials, safety personnel, and the general public.
Licenses; Certificates; Special Requirements:
Possession of, or ability to obtain, certification as an Emergency Management Program Specialist from the State of California, Certified Emergency Manager designation from the International Association of Emergency Managers, or equivalent certification.
Possession of, or ability to obtain, a valid Class C California driver's license and demonstrate a satisfactory driving record.
In accordance with California Government Code Section 3100, City of Rancho Cucamonga employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.

  • Retirement - California Public Employee's Retirement System (CalPERS)
  • Medical - CALPERS; District contributes monthly amount equal to the average PEMHCA medical plan rates covering San Bernardino County

  • Deferred Compensation - District contributes 3% of base salary for Exempt classifications and 2% of base salry for Non-Exempt classifications.
  • Life Insurance - $50,000 District paid
  • Management Leave - 60 hours per fiscal year for exempt positions. Option to cash out 40 hours maximum
  • Vacation - 85.72 hours per year increasing to 240 hours after 25 years of service. Buyback option of up to 100 hours per fiscal year.
