Job description

The Emergency Management Specialist II will under limited supervision, utilizes technical knowledge and experience to support the development and implementation of Emergency Management (EM) plans, procedures, and policy in accordance with DOE Orders and Directives. Performs moderately complex technical work focused on planning, developing, appraising, and implementing a compliant Emergency Management program.  

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Review and recommend changes or additions to Emergency Management (EM) policies, plans, or procedures, to comply with DOE requirements, internal assessments, corrective action plans, department metric and internal Legacy Management requirements.

  • Access and utilize DOE Emergency Communications Network and Emergency Operations Center (EOC) equipment as required by relevant procedures or direction.

  • Commensurate with experience and training, work as a member of the Emergency Response Organization (ERO) within the EOC, including the highly independent position of Emergency Management Duty Officer.

  • Review and provide input for the All-Hazards Survey, Emergency Management Plan and associated Emergency Management plans and procedures.

  • Develop, maintain, and deliver EM training, develop, and conduct EM drills, including preparation of drill summary reports.

  • Participate in the development, conduct and evaluation of the annual exercise including the development of the After-Action Report (AAR) and Corrective Action Plan (CAP).

  • Complete assigned corrective actions through successful closure of issues management system actions, and other formal action tracking systems.

  • Provide input for Internal and External assessments, department reports and Key Performance Indicators.

  • Ensure personal Safety and the safety of coworkers.

  • Other duties as assigned.

Education/Experience Required:

Bachelor's Degree: Emergency Management, Homeland Security, Business, or related Discipline.

Minimum five years of DOE Emergency Management experience. Any combination of DOE and general Emergency Management experience will be considered.

Additional requirements, skills, and abilities:

  • No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

  • Possess interpersonal skills, discretion, and professionalism to establish and maintain effective relationships with all levels of management, peers, customers and offsite agencies.

  • Experience conducting research, writing technical reports or papers, and presenting outcomes to diverse audiences.

  • Experience developing presentations and communicate to diverse audiences.

  • Possess interpersonal skills, discretion, and professionalism to establish and maintain effective relationships with all levels of management, peers, customers and offsite agencies.

  • Working knowledge of DOE Order 151.1D, Comprehensive Emergency Management System.

REQUIRED Software Proficiency:

  • Proficiency in Microsoft Office suite (including Excel and Word) as well as effective oral, analytical, written and communications skills including strong proofing/editing.

Certifications or licenses:

  • Active Driver's License 

  • No professional certification required. State Emergency Management agency or International Association of Emergency Manager’s Certified Emergency Manager (CEM) preferred.

This position requires:

  • Physical Requirements: Ability to travel to site locations to conduct drills and interact with clients 

  • Physical Activities: Medium work: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.

  • Fit for duty exam: Yes

  • Travel required: Yes, 15 %

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $90,000 – $125,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
