About this Position
The Emergency Management Specialist is a skilled support position involving advanced levels of training related to Emergency Management and NIMS. This Emergency Management resource specialist is responsible for assisting the Public Safety Communications/Emergency Management Director, Emergency Management Coordinator, Communications Technical Team, and/or Communications Supervisors with on-going job-related activities and functions (including HSEEP exercise designs). They will also assist with Communications services/activities and support all emergency preparedness activities to ensure the city is prepared for disasters.
This position works regularly scheduled hours but may work hours beyond the normal schedule during emergencies, events, and other necessary circumstances.
Responsibilities
  • Ensure the Emergency Operations Center is equipped and prepared to function
  • Plan, coordinate, and conduct emergency preparedness exercises, drills, and simulations to test the City's Emergency Operations Plan
  • Develop/maintain comprehensive hazard mitigation plans and the City's Emergency Operations Plan
  • Coordinate all maintenance, testing, etc., related to the Outdoor Warning Device System and administer the City's mass notification system
  • Perform status checks of all EOC radio system equipment
  • Maintain storm shelter registration database and perform on-site weather surveys for private and public entities
  • Assist the Emergency Management Coordinator with the coordination of all Emergency Management volunteer agencies and organizations
  • Maintain support buildings, grounds, and security barriers at the two radio towers
  • Perform generator site management and coordinate with Facilities Maintenance Department
  • Assist with Emergency Operations Center (EOC) activities during emergencies
  • Act as an informal liaison with various public, private and ministerial agencies, and Edmond Public Safety agencies
  • Assist the Communications Technology Team or other employees with City of Edmond communications-related issues

Qualifications
  • High school diploma or GED equivalent, plus specialized training equal to two years of college
  • 2 years of related experience and/or training
    • Or equivalent combination of education and experience
  • 7-11 months of management experience
    • people and/or project management
  • Valid Oklahoma Driver's License and a driving record acceptable to the City's insurance carrier

Necessary Skills
  • Strong mathematical ability
  • Strong written/verbal communication skills
  • Skill and ability to utilize the following systems:
    • Outdoor Warning Device Software Application
    • Mass Notification Systems
    • ARCView GIS
    • radio communications (which uses multiple systems)
  • Ability to meet the required physical standards for this position
  • Ability to pass extensive background process and pre-employment drug and audio screenings
