JOB DESCRIPTION

Job Title: Eligibility Specialist

Classification: Non-Exempt

Employee Appointment: Full-Time

Reports To: Administrative Manager

Supervision Exercised: None

Job Purpose: Assists with the coordinationof Fargo Housing’s waitlists and selection process based on Section 8 Housing Choice Voucher (HCV) openings and/or property vacancies to serve the organization’s mission.

Essential Duties and Responsibilities

A. Process client prepared applications for various programs administered by Fargo Housing

1. Review applications for completeness.

2. Notify clients of incomplete applications and promptly relay information needed.

3. Request third party verifications for eligibility including income and assets.

4. Contact eligible prospective clients when housing assistance becomes available using email, phone calls and mail delivery.

B. Assist with client lease-up and compliance of US Department of Housing and Urban Development (HUD) regulations for the Fargo Housing assisted programs.

1. Approve eligibility of prospective clients for program.

2. Assist with the housing search process for prospective clients.

3. Work closely with other Fargo Housing departments for successful client/tenant lease up.

4. Assist potential clients with their questions in relation to the approval process.

5. Maintain client files according to Fargo Housing and HUD standards using housing authority software and HUD prescribed forms.

6. Maintain knowledge and awareness of HUD regulations, computer updates, and agency program changes.

7. Interact with community agencies or associations regarding programs and procedures.

C. Provide monthly (or as needed) reports for our various waitlist selections.

D. Attend team meetings as requested

Minimum Qualifications

1. Recommended three years minimum customer service experience or related field.

2. Must pass criminal background check.

3. Ability to understand and administer HUD, lease agreements, and rental management.

4. Must possess strong interpersonal skills and be detail oriented.

5. Ability to effectively interact with culturally diverse persons of low income.

6. Ability to establish and maintain positive working relationships with landlords/property managers, other agencies, and the public.

7. Ability to keep information confidential and use professional discretion.

This position works within an office environment.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or listen. The employee frequently is required to stand, walk, use hands to type, handle or feel; and reach with hands and arms. The employee is required to occasionally lift ten pounds.

Position Type/Expected Hours of Work

This is a full-time position. Regular hours of work and days are Monday through Friday, 8:00 AM to 4:30 PM.
