Job Duties
The Virginia Department of Transportation (VDOT) Hampton Roads District Operations Installation and Maintenance department is seeking an Electronic Tech Sr. ITS to perform diagnosis, repair, fabrication, installation and maintenance and preventive maintenance of a variety of specialized electronic, electrical, traffic control equipment in the Highway Roadway Lighting systems for assigned areas. Perform emergency repairs to provide total maintenance of the facility's structural, operational, and equipment replacement needs 7 days per week, 24 hours per day, ensuring the safety of both internal and external customers. Ensuring compliance with all established NEC safety standards, VDOT policies and procedures, and electronic and ITS equipment operational standards. Use available resources to resolve assigned work details; ensure equipment is returned to proper operational status within pre-determined time frame.
Core Responsibilities:
Maintain material stock levels and replacement parts to ensure problems and repairs are done during first response. Track equipment through inventory management system. Assist contracted staff with field repairs as needed. Maintain assigned equipment such as vehicle, tools, test equipment ensuring no loss or damage due to negligence or misuse.
Perform work order requests as required based on the priority status. Develop and update instruction manuals and provide staff training as needed. Develop schedules and perform roadway lighting system inspections.
Monitor maintenance activities in assigned areas. Perform responsive maintenance to include testing and troubleshooting at system level, unit level, board level and component level.
Perform time and data entry into the HMMS tracking system as well as into the maintenance database to account for daily repair and productive time. Maintain documentation for equipment testing, troubleshooting and repair. Provide checklists or reports as required.
Monitor and inspect contractor work. Perform visual and electronic testing and final system evaluation after maintenance, upgrades and, or repairs are completed by contractors.
Assist Contract Administrator in tracking inspection and contractor work records. Provide reports to supervisor detailing accomplishments and required activities. Prepare weekly and or daily reports for submittal.
Perform routine operations or equipment verifications. Perform first response work related to underground utility repair. Respond to emergency callouts during scheduled call-out assignment.
Prepare routine and technical reports, logs and documentation. Instruct and train staff on the proper use and operation of technical equipment and safety. Report deficiencies noted to supervisor. Respond during off-duty hours for emergencies, equipment failures, backup support, inclement weather, etc.
Required Skills for Job and Position:
  • Must be detail-oriented, have the ability to problem solve, and manage time efficiently.
  • Knowledge of electrical and electronic applications.
  • Knowledge of applicable federal, state, department rules, regulations, policies, procedures, and standards related to electronic and ITS equipment.
  • Ability to prioritize multiple assignments and competing priorities.
  • Thorough knowledge of a variety of electronic and ITS maintenance equipment and operations and how electronic and ITS equipment supports highway roadway lighting systems.
  • Ability to climb towers up to 120 feet, operate a bucket truck, and to work in confined spaces.
  • Ability to perform physical labor.
  • Considerable knowledge and experience in the highway lighting field including troubleshooting, circuit analysis, and repair of electrical and electronic equipment.
  • Ability to perform troubleshooting at four levels - system, unit, board, and component levels.
  • Ability to coordinate and prioritize multiple assignments and competing priorities.
  • Skill in the use of computers and web-based applications.
  • Ability to keep detailed and accurate records.
  • Ability to use electronic diagnostic tools and equipment, as well as hand and power tools.
  • Ability to develop and maintain Excel and data access spreadsheets and programs.
  • Ability to coordinate and work with others.
  • Ability to establish and maintain effective working relationships.
  • Working knowledge of installation, maintenance and repair of Highway Roadway and Sign Lighting
  • Ability to read and interpret electronic schematics and manuals.
  • Skill in equipment repair and operation of electronic test equipment.
  • Ability to communicate effectively orally and in writing with internal and external customers.
This position is designated as essential to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.

Minimum Qualifications
  • Experience applying federal and state regulations and standards related to traffic control devices.
  • Valid driver's license.
  • Valid Journeyman Electrical License.
  • Ability to oversee the work of others, as well as plan, coordinate and prioritize multiple assignments and competing priorities.
  • Ability to use a variety of hand tools and test equipment to perform maintenance on highway roadway lightning systems.
  • Thorough knowledge of traffic management systems, including timing plans, graphic design and computer use.
  • Ability to keep detailed and accurate records.
  • Experience in roadway lighting maintenance and operations to include working with a variety of traffic control devices.
  • Ability to effectively communicate technical information orally and in writing.
  • Ability to establish and maintain effective working relationships.
Additional Considerations
  • High school diploma or GED preferred; equivalent experience or training may substitute for education.
  • College degree in electronics technology preferred; equivalent experience or training may substitute for degree.
  • Substantial experience in the highway lighting field to include LED and component level repairs. Inventory experience for stocking and tracking inventory.
  • Ability to enter and maintain work orders in automated systems.
  • College degree in electronics technology.
  • Skill in entering work orders in IMMS.
