Salary: $80,000 - $88,000 DOE
Position Summary
The EHR System Administrator is responsible for managing the Agency's Electronic Health Records systems, including day-to-day support, ongoing upgrades, documentation, data quality, and user training. This position oversees all user accounts, including two backup administrators. The EHR System Administrator ensures training and product certifications remain current and confirms tickets submitted via the Agency Helpdesk are addressed and closed in a prompt manner. This position plays an integral role in analyzing the needs and requests of users, programs, and departments and, in conjunction with our Health Information Data Analyst, and with the support and approval of management, helping to design, build, test, and deploy dashboards, forms, and reports to meet those needs.

Essential Duties & Responsibilities
  • Maintain and develop Qualifacts/Credible Electronic Health Records platform.
  • Work with team members, supervisors, leadership, and partners to develop and maintain written policies and procedures for EHR system use according to agency, program, funder, and licensing requirements.
  • Build and maintain vendor relationships to ensure optimal EHR database configuration and management. Act as liaison between end users and vendor for issue resolution and communicating product enhancement requests.
  • Attend Qualifacts/Credible State User Group meetings and stay current with vendor communications, training opportunities, upgrades, and enhancements.
  • Work with outside consultants to support special projects and implementations.
  • Support EHR information integrity including data deduplication, legacy data migration, validation, and data quality assurance.
  • Clarify, evaluate and implement requests for system changes, including requirements prioritization, modifications to business and clinical workflows across multiple programs, and external data exchange.
  • Ensure consistent communication of system changes across all departments and programs.
  • Obtain and maintain a high level of EHR and other application software expertise.
  • Oversee domain wellness process through regular report monitoring and auditing.
  • Maintain database security through authentication, authorization, and auditing.
  • Work with Information Services Manager, HIPAA Compliance Officer (HCO), and Chief Program Officer (CPO) to establish and review updated policies related to EHR systems, according to annual security risk assessment and remediation.
  • Provide information necessary to complete annual EHR security audits and risk assessments.
  • Direct responses to system threats and intrusions as needed in collaboration with IS Manager, HCO, and CPO.
  • Participation in Agency QI/QA committee.

Required Qualifications
  • Minimum 3 years experience managing an Electronic Health Records system
  • Experience with SQL
  • Demonstrated experience and success with problem-solving, technical project management, data flow & process mapping, software testing and documentation, technical writing, and systems analysis
  • Advanced knowledge of HIPAA regulations and best practices concerning Electronic Health Records and systems for Behavioral Health, including SERI and DOH compliance
  • Ability to successfully complete any required training and/or certifications pertinent to software support

Preferred Experience
  • Experience with Qualifacts/Credible EHR
  • Previous work experience with Behavioral Health system administration
  • Experience working with a geographically distributed workforce
