Job description

This position is located in the Office of the Chief, under the Deputy Chief, Engineering Service, at the Veteran Health Indiana, Richard L. Roudebush VA Medical Center, Indianapolis, Indiana. The incumbent works with a high level of independence. Provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of non-patient care electronic and physical security equipment.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • Basic Requirements:

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience required for an "Electrical" Engineering Technician include: Utilize practical knowledge of a wide range of technical methods, principles, and practices relative to the Electrical field to prepare contract packages which includes statements of work, estimates, and specifications for electrical maintenance; knowledge and experience with common construction law and government contracting regulations and procedures; knowledge and experience with VA, federal, state, and local building codes, standards, and regulations, including various national codes and standards such as National Electrical Codes. Knowledge and experience with various construction trades, practices, materials, and methods; training as well as Facilities Engineering and Construction (FE/C) training within one year of appointment;
Quality Ranking Factor/Preferred Experience: knowledge, experience, and training required as a certified Contracting Officer's Representatives (COR), which includes successfully completing Cor Level 1 training. Must be able and willing to complete COR Level 2

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary; however, the incumbent must be physically able to climb, crawl, walk and stoop. Work is frequently performed in the cramped and awkward positions. Such work shall require the use of all limbs, a strong back and legs along with good coordination, and balance. Good eyesight, color and depth perception are also requisite to being able to perform at an optimum level. The work may also require being exposed to the elements. Some work may require some physical exertion long periods of standing, walking, bending, climbing, and crawling in or around the facility and construction sites, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. The EET exercises physical effort in the performance of duties that may include lifting and carrying objects weighing up to 50
pounds. Work hours can vary from the norm, depending upon the circumstances
