This position entails the highly skilled journey level work in constructing, maintaining, troubleshooting, and repairing overhead and underground electrical distribution and transmission systems combined with the administrative and supervising duties involved in the operation of the City's electric system. Work is performed under the general direction of the Utilities Director or designee.
Role and Responsibilities:
This is highly skilled work in the operation of the Electrical distribution system. This is a working supervisory position. Work includes the responsibility for supervising assigned staff, individual work sites, inspecting equipment for proper operation and safety, estimates, purchases, and tracks materials used. Organizes, directs, coordinates, and assists in the construction and maintenance and repair activities on the City Electrical Distribution system.
Illustrative Tasks

  • Performs daily safety inspections of assigned equipment/vehicles prior to and after use; performs routine service and maintenance as well as coordinates necessary testing/repairs with outside service providers.
  • Performs and supervises the construction, maintenance, and repairs of electrical overhead and underground distribution and transmission systems including stringing conductors, setting poles and anchors, hanging, or setting transformers, lighting arrestors, cutouts, cross arms, insulators, and other associated equipment.
  • Directs the work of personnel of equal or lesser classification.
  • Responds to trouble calls and to service interruption reports on electrical distribution system during and after hours to ensure continuity of service is maintained or restored.
  • Monitors and resolves alerts/alarms in the AMI system.
  • Removes immediate hazards to life and property.
  • Performs switching operation of circuit reclosers, single and gang operated disconnect switches, and sectionalizers, pad mounted switch gears, and subsurface switch gears.
  • Installs and removes from service voltage regulating devices and coordinates testing/repairs of the same.
  • Assists in training subordinates in overhead and underground installations and maintenance activities.
  • Splices and terminates primary and secondary cables.
  • Operates primary and secondary line locating equipment.
  • Plans work activities to prevent injury and property damage.
  • Coordinates training activities for subordinate personnel
  • Inspects contracted electrical construction work.
  • Prepares and completes required documentation.
  • Operates heavy motorized equipment used in construction and maintenance of electric overhead and underground systems.
  • Works in accordance with and assists in enforcing safety rules and regulations. Performs work on unleveled surfaces, within manholes (vaults), from aerial devices and climbs poles.
  • Responds under emergency conditions.
  • Attends work on continuous and regular basis.

ADMINISTRATIVE AND SUPERVISING DUTIES:
  • Develops plans and procedures for the operation and maintenance of the electric system.
  • Monitors and resolves alerts/alarms in the AMI system and or SCADA system.
  • Coordinates locates/updates to the GIS mapping system.
  • Participates/makes recommendations in the annual budget process for the dept.
  • Prepares surveys and analytical reports on operations, processes and makes recommendations for changes and additions to existing procedures and methods.
  • Procures/maintains inventory of equipment, materials, and supplies.
  • Plans, organizes, directs, and leads the work of all electric crew employees.
  • Directs, reviews, and makes recommendations for the preparation and procedures of all department records and reports.
  • Makes recommendations for new facilities and equipment and for modifications to existing electric facilities.
  • Confers with the contractors relative to location and scope of proposed services and additions to proposed electric facilities.
  • Instructs subordinates in more difficult utility operations and processes.
  • Conducts evaluations of subordinate staff

Qualifications and Education Requirements
EDUCATION AND EXPERIENCE:
High School graduation or possession of an acceptable equivalent diploma. Ten (10) years' experience in public utility construction and maintenance and repair of overhead and underground electrical systems as a Lead Lineman.
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Possession of valid Class B CDL or higher Florida Driver's license with a driving record acceptable to the City's Driving policy and insurance program.
Preferred Skills
  • Through knowledge of M.O.T. and safe work zone setup
  • Knowledge of materials, methods, practices, and equipment used in the construction, maintenance, and repair of the electric distribution system.
  • Knowledge of the principles and practices of electrical engineering as applied to planning, locations, construction, and maintenance of distribution systems.
  • Knowledge of modern office practices and procedures.
  • Knowledge of how to meet and deal tactfully with the general public and express oneself effectively and clearly in writing and orally.
  • Knowledge of the city electric system.
  • Knowledge of Federal, State, and local laws and safety procedures pertaining to electrical systems.
  • Ability to plan, lay out and administer the work of technical and maintenance personnel.
  • Ability to establish and maintain effective relationships with employees, City Officials, and general public.
  • Thorough knowledge of the operation, maintenance adaptabilities, limitations, and safety precautions of the particular equipment to which assignment is made.
  • Ability to understand and follow oral and written instruction.
  • Ability to obtain necessary information and to complete accurate accident and other reports.
  • Ability to prepare simple reports.
  • Knowledge of City roads and locations of responsibilities.
  • Ability to understand and follow oral and written instruction.
  • Ability to recognize safety hazards in the work involved and take precautionary methods to protect self and others.
  • Ability to perform heavy manual labor for extended periods, occasionally in adverse weather condition.
