Job description

This is a part-time FLSA non-exempt position with the Clerk/Recorder's Office, located in Carson City, NV. Under immediate supervision, this position is responsible for greeting voters and determining eligibility to vote. This is an intermittent position working only during the elections
QUALIFICATIONS:
In order to be an Election Worker Intake Specialist for Carson City you must be:
  • A United States citizen;
  • A registered voter in the State of Nevada;
  • A resident of Carson City; and
  • At least 18 years of age

Election Worker Intake Specialist must also:
  • Have the stamina to endure a long day on Election Day (14+ hours); and
  • Complete required training- 20 hour (paid) commitment.
ESSENTIAL FUNCTIONS:
This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Greets voters and determines voter eligibility by accessing information on a computer by scanning voter's bar code or typing voter's name and date of birth; assist disabled voters and others needing help; and ensures fast and accurate voter processing.
  • Registers voters by inputting voter's name, date of birth and party affiliation into the computer.
  • Confirms voter's address, party affiliation and identifies voter if needed due to missing information; and determines voter's current signature matches the signature on record.
  • Assists voters with completing necessary paperwork and answers voter questions.
  • Assists with setup of polling location the night before the election; assists with setup of Intake Specialist station on election morning and assists with closing the polls, including accurately documenting the ICX Prime vote counts; and records vinal voting data at the end of Election day.
  • Assists with the operation of the ICX Prime and Verified Voter Paper Audit Trail (WPAT) printers; troubleshoots IXC Prime or WPAT errors; and replaces WPAT printer paper.
  • Assists with crowd control and crowd flow management; and assists with resolving voter issues or conflicts.
  • Assists with processing provisional ballots; assists with extracting, securing, and returning USB results sticks and critical supplies to the Clerk/Recorder's Office at the end of election night; and assists with returning WPAT printer tapes, all completed voter forms, Chief Deputy Elections Verification Statement, voter label booklets, facility keys and payroll sheets to the Clerk/Recorder's Office at the end of election night.
  • Demonstrates courteous and cooperative behavior when interacting with voters and other election workers.
  • Maintains confidentiality of work-related issues, records and City information.
Required Knowledge and Skills
Knowledge of:
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Techniques for understanding and effectively communicating with individuals of various backgrounds.
Skill in:
  • Using a Windows computer and proficient with data entry.
  • Contributing effectively to the accomplishment of team goals, objectives and activities.
  • Dealing successfully with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds.

SUPERVISION RECEIVED AND EXERCISED:
Under Immediate Supervision-Incumbents at this level are closely supervised in essentially all aspects of their assigned work with the exception of routine and basic tasks. Work methods are generally prescribed in specific terms. They usually follow an established routine with general assignments, and their work is subject to frequent reviews. A position my involve repetition of a limited number of tasks that after initial training and review warrant only occasional supervisory oversight.
PHYSICAL DEMANDS & WORKING ENVIRONMENT:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Mobility to work in a typical office setting, use standard office equipment and stamina to sit and/or stand for extended periods of time (employees are required to remain at the polling locations for throughout Election Day); strength to lift and carry up to 35 pounds; vision to read printed materials on a computer and on paper and hearing and speech to communicate in person or over the telephone. CONDITIONS OF EMPLOYMENT:

  1. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  2. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
  3. Employees may be required to complete Incident Command System training as a condition of continuing employment.
  4. New employees are required to submit to a fingerprint based background investigation which cost the new employee $56.25 and a drug/alcohol screen which costs $36.50. Employment is contingent upon passing the background and the drug/alcohol screen.
  5. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization. All candidates who are offered employment with Carson City must complete Section 1 of the Form I-9 along with the required proof of their right to work in the United States and proof of their identity prior to starting employment.
