Job description

POSITION SUMMARY:
Leads recruitment process designed to actively inform all families with eligible children within South King County of the availability of program services and encourages and assists them in applying for admission to the program. Determines, verifies, and documents eligibility for Early Head Start services and completes enrollments. Has access to protected healthcare information (PHI) or confidential identifiable information (CII), both paper and electronic, as necessary, to perform related job duties and responsibilities.
ESSENTIAL FUNCTIONS:
  • Designs recruiting plans and actively participates in the recruitment of children and families
  • Attends community and networking meetings, coalitions, and events throughout South King County to promote CHSW Early Learning programs
  • Must be available evenings and weekends as needed
  • Actively researches and networks with community agencies and service providers who can serve as referral partners
  • Determines eligibility for EHS program based on federal guidelines
  • Completes enrollments for South King Early Head Start site, ensuring continuous full enrollment
  • Maintains consumer files that meet Head Start Performance Standards and ensures confidentiality of all records kept
  • Maintains the Early Learning recruitment board/display at the Kent Site
  • Provides appropriate resources and referrals, emergency assistance, crisis intervention; assists in health, mental health, and early intervention referrals, and access to other needed community resources as needed during enrollment process
  • Connects families with Early Learning programs within Children's Home Society or other organizations when applicable
  • Enters data using CHSW technology; attends training on CHSW data base/programs
  • Attends both position and program training, and other staff in-service training
  • Provides mentorship to new employees and interns
  • Performs other duties as assigned by Supervisor
  • Advocates for the values of a diverse population within CHSW and the Community

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Must have the ability to work evenings and weekends
  • Must be skilled in communicating with and motivating families and have an understanding of individual family development and use of various motivational and adult education principles and interventions
  • Must have knowledge of family support principles, conflict resolution skills, and the ability to build relationships with community organizations and their personnel
  • Must have knowledge and understanding of community resources and the skills to successfully connect families with appropriate agencies and services
  • Proficient in MS Office and other software used by the agency and/or program

WORKING ENVIRONMENT:
This job is performed in a professional office environment, community settings or in families' homes.

  • Ability to work in a confined area
  • Visits involve environments that may include pets, residual smoke, and other typical household hazards like dirt and other spills (Note: we do not allow smoking during visits)
  • Ability to sit at a computer for an extended period

WORKING REMOTELY:
Working remotely is a benefit of Children's Home Society of Washington's flexible workplace, but remote work cannot be offered for all positions. Some positions require daily presence in the office. Remote work arrangements may be adjusted or rescinded based upon business needs. This will not be a remote position.
PHYSICAL DEMANDS:
  • While performing the essential duties of this job, the employee is regularly required to stand, sit, talk, hear, and use hands and fingers to operate a computer and telephone keyboard; occasionally to reach, stoop and kneel
  • Specific vision abilities required by this job include close vision requirements due to computer work
  • Regular, predictable attendance is required
  • Ability to lift up to 25 pounds and make transports to community events

MINIMUM QUALIFICATIONS:
  • Must have an AA and a minimum of three years' experience working with low-income families and must have a credential or certificate in social work, human services, family services, counseling, or a related field within 18 months of hire and experience that demonstrates the required knowledge, skills, and abilities required
  • A valid Washington State driver's license
  • Proof of physical exam (updated every three years), including a one-step Mantoux TB skin test prior to start of employment. For those who have previously tested positive, documented proof of treatment from a doctor or a negative chest x-ray must be provided
  • Current CPR and First Aid Certification upon hire or within 30 days of hire
  • Completion of Criminal History Declaration form and criminal history background check
  • Current food handler's permit upon hire or within 30 days of hire
  • HIV/AIDS and Blood borne pathogen training within 30 days of hire
  • Successful completion of a drivers check if position requires driving on a regular basis (at least three times per week) or drives consumers. Must not have more than two driving incidents within the last three years
  • Completion of CHSW and DCYF criminal history background check, including registry with MERIT to include fingerprinting

PREFERRED QUALIFICATIONS:
  • BA in Social Work field

SALARY RANGE AND BENEFITS:
The salary range for this position is $25.07 - $34.57. The starting salary range for this position is $25.07 - $27.45 DOE for external candidates.
Employees (and their families) are covered by medical, dental, vision, and basic life insurance. Employees are able to enroll in our company's 401k plan. Employees will also receive 10 days of vacation leave each year, one personal day each year, and will accrue one sick day per month (pro-rated for part-time employees). Employees will also enjoy 13 paid holidays throughout the calendar year. We also offer EAP and mental health benefits.
