BENEFIT INFORMATION: You will be immediately eligible to enroll in the USPS Health Benefit Plan with a Postal Service
premium contribution. After 360 days of continuous employment, you will become eligible for health insurance under the
Federal Employees Health Benefits Program (FEHB). Employees hired on or after November 5, 2016 may receive Wounded
Warrior leave, provided eligibility criteria are met.
Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.
Functional Purpose
Provides administrative support for the U. S. Postal Service's Equal Employment Opportunity (EEO) Programs. Provides
information and assistance related to the status and administrative processes of EEO complaints and appeals to the Merit
Systems Protection Board (MSPB) as well as grievances and arbitrations.
DUTIES AND RESPONSIBILITIES
1. Performs data entry and organization for EEO programs, services, MSPB related claims, and grievance and arbitration
appeals into Postal information systems and databases (e.g., Grievance Arbitration Tracking System (GATS), iComplaints).
2. Provides direction and assistance to users of the EEO database based upon regulations, and administrative procedures
pertaining to EEO programs (e.g., complaints and appeals reviewed by the MSPB, and mediations).
3. Retrieves and manipulates data from the complaint tracking system to produce national reports required by law such as
the National
462 and No FEAR Act.
4. Prepares and updates EEO program data summaries, such as periodic and ad hoc reports, charts, power point
presentations, or other electronic spread sheets and data bases.
5. Audits data entries to ensure completeness, data integrity and to troubleshoot problems and concerns.
6. Communicates with field users to ensure claim information is correct; may provide technical advice to field users as it
relates to entering, gathering,and reporting EEO program data.
7. Maintains records for EEO programs and services using documented processes and procedures.
8. Performs other related duties as assigned in support of EEO programs.

1. Ability to review and integrate information sufficient to troubleshoot system user problems and concerns.
2. Knowledge of statutes, regulations, and administrative procedures pertaining to equal employment opportunity (EEO)

3. Ability to use automated information systems to enter and organize data.
4. Ability to perform data entry and filing with strong attention to detail, ensuring that work is accurate and complete.
5. Ability to conduct audits of electronic documents to verify accuracy, completeness and legibility.
6. Ability to communicate orally and in writing in order to provide technical advice regarding EEO and other labor relations
procedures, (e.g., Grievance, Arbitration), and to provide assistance to database system users.
7. Knowledge of Labor Relations pertaining to grievances, appeals, and arbitration procedures sufficient to process
complaints, manage data, and communicate claim information to others.
