Performs a variety of administrative, technical and professional functions in preparation of economic and community development plans, programs and services. Assist businesses with local and state permitting processes and will provide research, as needed, for special town development projects.
Overview:
The Economic Development Coordinator-Public Improvement Districts is responsible for the day-to-day implementation of the City of Dallas' Public Improvement District (PID) program in accordance with Chapter 372 of the Texas Local Government Code, the City of Dallas' PID policy, and all other applicable rules and regulations. There are currently 13 PIDs in the City of Dallas with their respective management agreements. This position will monitor accountability regarding timely delivery of agreed upon service enhancements and improvements to property owners within the boundaries of each PID. The number of districts may change if new ones are created and/or dissolved.
Key duties include monitoring the timely delivery of agreed-upon service enhancements and improvements to property owners within the boundaries of each PID; leading the annual service plan adoption process; leading the process for PID renewals; contract monitoring; preparation of annual certified assessment rolls; preparation of memos, ordinances/resolutions and other agenda items for City Council consideration; attending PID board meetings, and serving as the primary point of contact between PID management entities, the City of Dallas, and the public.
Essential Functions
  1. Monitor and manage contracts related to PID activities, ensuring adherence to terms and conditions, including the timely delivery of agreed-upon service enhancements and improvements by PID management entities to property owners.
  2. Lead the coordination of annual PID Service Plan and assessment rate adoption process, including drafting of annual PID Service Plan ordinances, notices of public hearings and mailers to property owners.
  3. Prepare the annual certified assessment rolls in accordance with relevant standards and regulations.
  4. Lead PID renewal process, including petition review/signature validation, public hearing announcements publication, and drafting of resolutions and other agenda item materials for City Council consideration.
  5. Prepare memos, ordinances/resolutions, and other agenda items for consideration by the City Council.
  6. Attend PID board meetings and serve as main point of contact between PID management entities, the Office of Economic Development, and other City departments including the City Attorney's Office to address/resolve legal issues.
  7. Review, analyze and reply to non-routine requests for information and public records.
  8. Coordinate with relevant GIS staff to make PID boundary adjustments as needed.
  9. Provide information and assistance to PID management entities, interested stakeholders, and the general public.
  10. Performs any and all other work as needed or assigned.

Minimum Qualifications
Experience:
Minimum of two (2) years of relevant experience in roles that demonstrate a proven ability to communicate effectively, manage multiple projects, overcome obstacles and work effectively in a fast-paced environment.
Education:
Must have a four-year college or university degree in any or a combination of the following areas: Public Administration, Business Administration, Urban Planning, Real Estate Development, Computer Science, GIS, Finance, Accounting, Mathematics or related fields.
A master's degree in one of these fields may substitute for one (1) year of experience.

Knowledge and Skills:
  1. Excellent written and verbal communication skills, as well as the ability to create and deliver presentations.
  2. Strong interpersonal skills with the ability to establish and maintain strong working relationships. Ability to work with other staff across the organization, consultants, contractors, City management and the public.
  3. Ability to draft, prepare, and create agenda items with extremely high accuracy.
  4. Ability to research, review, and analyze reports.
  5. Ability to evaluate multiple alternatives to reach sound conclusions.
  6. Knowledge of public administration and governmental environment.
  7. Proficient in the use of Microsoft Office - especially Excel, Word and PowerPoint; experience using ArcGIS a plus.
  8. Ability to plan, organize, and coordinate resources.
  9. Knowledge of budget development and/or public finance a plus.
