LOW INCOME INVESTMENT FUND

ECE PROGRAM MANAGER – SHINE Child Care Facilities Fund

Location: Harris County, Texas - Hybrid
Reports to: Director, ECE Capacity Building
Exempt classification: Exempt
Status: Regular, Full time
Salary range: $100,000 to $110,000 Annually

POSITION SUMMARY:
The Program Manager – SHINE Child Care Facilities Fund will work closely with the Director, ECE Capacity Building and partner organizations administering the Harris County SHINE Child Care Facilities Fund program. Responsibilities include coordinating and consulting with partner organizations on the set up and ongoing administration of a facilities grant program for ECE providers, developing tools and resources to support the program and its stakeholders, and provide technical assistance and support to community-based organizations, government stakeholders, and ECE providers to support the expansion of quality child care facilities in Harris County, Texas. The Manager will also complete regular reports and provide updates to the Director and the larger Capacity Building and Early Care & Education teams.

REPORTING RELATIONSHIPS:

The Program Manager, SHINE Child Care Facilities Fund will report directly to the Director, ECE Capacity Building.

ESSENTIAL FUNCTIONS:

  • Provide direct consultation and support to partner organization(s) on the setup and implementation of a grant program for child care facilities projects
  • With the Director, build relationships with partner organization(s) to determine gaps in capacity and provide guidance to address those gaps
  • Leverage knowledge of LIIF’s established best practices to guide partner organization(s) to develop systems for intake, application, data reporting, and monitoring
  • Coordinate with partner organization(s) to ensure program goals and deliverables are on track to be delivered on deadline; communicate progress and updates within LIIF and among partner organization(s).
  • Develop timelines for grant funding spend-down and work to ensure partner organization(s) are on track to meeting grant award goals (move later)
  • Assess facilities projects for readiness and consult partner organization(s) on pipeline management
  • Provide direct technical assistance to child care operators on complex projects
  • Identify systemic barriers to the development of quality child care facilities and make recommendations to partner organization(s) and/or stakeholders to address these barriers
  • Collaborate with LIIF’s Advisory and State Policy team to align program goals with policy and advisory priorities
  • Lead or co-lead advisory bodies
  • Share learnings with the larger Capacity Building team and make recommendations for and support the development of new resources that can be leveraged across multiple programs
  • Support with fundraising for SHINE Child Care Facilities Fund as necessary
  • Support LIIFs Social Justice and Racial Equity (SJRE) goals
  • Local and National travel is required.

SKILLS REQUIRED:

  • Bachelor’s degree and a minimum of five year of experience in a relevant field, Master’s degree preferred
  • 1 year minimum experience managing a major project(s) with multiple partners and stakeholders in Harris County, Texas
  • Proven ability to work independently and as part of a team, take initiative, set priorities, meet deadlines, and manage multiple streams of work
  • Strong relationship skills and experience with hiring, leading, managing and developing diverse teams
  • Experience working with other CDFIs and CBOs, understanding of the organizational challenges they face, and the opportunities to support them
  • Experience working in the ECE field, with government agencies and other bodies whose work intersects with LIIF’s ECE teams
  • Ability to communicate effectively with diverse stakeholders, consultants, government agencies, and other non-profit partners.
  • Experience planning and implementing large technical assistance and organizational development programs for child care providers or small businesses
  • Demonstrated success in building and maintaining effective relationships with community stakeholders
  • Deep understanding and experience in identifying community assets and needs in neighborhoods of concentrated poverty and a dedication to supporting LIIF’s social justice and racial equity work
  • Excellent writing, editing, verbal, and presentation skills, including the ability to write for a wide variety of audiences, such as policy briefs, advocacy materials, staff and partner training materials, and engaging multimedia and online content.
  • Strong teamwork ethic and interest in LIIF’s Early Care and Education mission
  • Strong understanding of technology, cloud-based systems, and data base systems

EDUCATIONAL AND OTHER REQUIREMENTS:

Educational background should include degree work in a relevant area of study such as Early Care & Education, urban planning, business administration, public administration, management, public policy or finance. A Bachelor's degree is required and an advanced degree is preferred. In addition, the position requires a high degree of self-motivation, creativity, flexibility with time, and willingness to accept a demanding (and personally satisfying) position. Equally important are strong time management skills, the ability to meet deadlines and to direct and motivate others, and a genuine personal commitment to LIIF's mission.
