Join our Electronic Benefits Transfer (EBT) team in Salem!
We are seeking a talented individual to serve as a EBT Replacement Issuer for the Oregon Eligibility Partnership (OEP) Electronic Benefits Transfer (EBT) team at our Salem, Oregon office. This position is responsible for phone contact with customers to answer questions related to electronic benefit transfer (EBT) cards and assist with issuing replacement cards.

Oregon Eligibility Partnership (OEP) is part of the Oregon Department of Human Services. OEP provides direction and resources to everyone working to determine eligibility for Oregonians applying for and receiving medical, food, cash and childcare benefits through the ONE eligibility system.

What you need to qualify / Minimum qualifications:
  • Two years of experience either interviewing to obtain personal or technical information or substantial people contact. This experience must have involved a high volume of paperwork (e.g., assuring information on forms is complete and accurate, completing necessary documents, etc.).
  • College-level courses may be substituted for the experience on a year-for-year basis.

  • Commitment to team: Demonstrated experience developing meaningful relationships with colleagues that foster trust, inclusivity and respect.
  • Computer skills: Demonstrated experience with technical skills that include basic computer and search engine knowledge, email communication and learning new web-based platforms.
  • Communication: Experience adapting communication style to explain complex information such as rules or procedures verbally and in writing to diverse audiences.
  • Initiative/self-motivated: Experience meeting or exceeding specific goals and objectives; independently identifying, assessing and resolving barriers or inefficiencies.

Your duties at a glance:
This position conducts all work in person in a secured office and is responsible for inventory control of the physical electronic benefit transfer (EBT) cards. Replacement EBT cards are mailed to customers daily following a security driven process that meet audit requirements. This role primarily answers phone calls in a call center environment and provides respectful customer service when explaining the replacement card process and identity verification process to callers. Responsibilities include always maintaining confidentiality and following proper electronic and physical documentation requirements.
Working conditions:
  • Work schedule is 1 p.m. – 5 p.m. on Wednesdays, and 8 a.m. – 5 p.m. on Thursdays and Fridays.
  • Work is conducted on-site at a Salem ODHS office; this is not a remote work or hybrid work position.
  • Experience constant contact with the public, including contact with customers experiencing emotional and financial stress.
  • Experience high volume of computer work, using various computer programs in a fast-paced team environment.
  • Priorities and procedures may change daily and requires the ability to be flexible in application of procedures.
