BACKGROUND

The Community Action and Head Start are national movements and networks that have worked closely since the late 60s to provide wrap-around services to families to create pathways out of poverty. Of the more than 1000 community actions, 500 manage Head Start and Early Head Start programs. To join either network is to connect to and benefit from a legacy where thousands of people have dedicated years and decades of service to families in their communities. Located in the heart of wine country, CAP Sonoma serves thousands of individuals each year and  has done so in Sonoma County for nearly 60 years. In addition to Early Childhood Education services, we follow the Whole Family Approach and serve all of our families with Health, Financial Stability, Housing, Workforce Development and Behavioral Health services. The Assistant Director of Early Childhood Education (ECE AD) is a critical role in the ECE Department, and is part of the AgencyLeadership Team.

POSITION SUMMARY 

The ECE AD is responsible for the overall management of all ECE classrooms, including Head Start Preschool, Early Head Start, State Preschool, Pasitos, and related services. The ECE AD supervises Program Managers who oversee 23 classrooms at 13 sites with over 80 teachers and assistants who serve more than 300 children and their families. ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervision and Training (20%)

  • Directly supervise employees including but not limited to:  Health and Disabilities/Mental Health Service Area Managers, Early Head Start and Head Start Area Supervisors/Site Supervisor, Children's Services Support Coordinator.  
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; coaching, managing and appraising performance; addressing complaints and resolving problems
  • Support and directly supervise the Mentor Coach to assure quality classroom coaching and individualized professional development trainings (including monthly meetings) are provided.  

Program Planning, Implementation and Evaluation (35%)

  • Facilitates, coordinates and participates in the design and implementation of internal structures, systems and policies for overall program compliance with all requirements.
  • Ensures appropriate Service Areas Written Plans are developed and updated according to program operations.
  • Responsible for planning and implementation of program/agency requirements, goals, policies and procedures in assigned programmatic areas for Head Start and Early Head Start.  
  • Responsible for ensuring compliance with appropriate areas of the ACF Performance Standards, regulations, and State and local requirements
  • Ensure adequate systems are in place and monitors to assure the maintenance of high quality service for children and families, in compliance with Head Start/Early Head Start Performance Standards and other regulations.
  • Ensures monthly reports are pulled by Analyst,  analyzes data for trends and brings to ECE Director.
  • Establishes and facilitates a process for Curriculum selection and implementation within the ECE programs.
  • Supports the Policy Council Program Committee meeting
  • Attends Board of Director and partner meetings, in place of the ECE Director, as needed.
  • Plan, develop and oversee the  implementation of program training
  • Design and deliver training in area of expertise, and formal presentations, as needed.
  • Participate in professional development activities and organized community events, as appropriate.
  • Attend agency planning meetings as required.

Communications and Partnerships (20%)

  • Participate in the development of collaborations with community partners and attend committees, workgroups, and collaborative groups as assigned.
  • Establish and maintain relationships with community agencies and partners.
  • Represents the agency in local, regional, state and national communities, as appropriate.

Systems Evaluation,Development, and Integration (15%)

  • Ensure consistency and coordination of service delivery across programs with attention to integration of service areas; encourage continuous improvement of systems, problem solving, information exchange, and coordination of efforts.
  • Create, interpret, and implement complex policies, procedures, and practices, available as a resource for staff and other managers.
  • Participates in ECE Management meeting and Agency Leadership
  • Research, assess and analyze community resources for potential program needs.
  • Plans agenda items and convenes advisory meetings for the Education Service Area including recruiting members from staff, parents, and community.
  • Works with the Director in providing leadership for planning, designing, implementing, monitoring and evaluating program systems.

Budget, Fundraising, and Grants (10%)

  • Works with Grants Manager to provide  required correspondence, reports, and grant application materials as outlined by grant contracts.
  • Participates in the program budget process and annual refunding application
  • Review monthly expenses for Classrooms and work with the Agency Controller to make adjustments as needed.
  • Works with Chief Development Officer and Grants Manager as needed  in development of program grants.
  • Oversee implementation of braided State and Federal funds for classrooms with the support of Director and Finance.

Requirements

 

REQUIRED QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill and/or ability required.

EDUCATION

  • BA degree in Early Childhood Education with 6 units in Administration/Supervision OR

EXPERIENCE, SKILLS, and KNOWLEDGE

  • Two years experience directing Early Childhood Education programs.
  • Demonstrated knowledge of the principles of bilingual and multicultural education.
  • At least one year in an ECE classroom
  • 2 years of experience in supervision
  • Advanced skills in reading, analyzing, and interpreting laws, governmental regulations and technical procedures.
  • Strong working knowledge of and sensitivity to diverse cultures and persons from low-income families

CERTIFICATES, AND/OR Licenses

  • Must have a valid California Driver's License 
  • Must be able to pass the Community Care Licensing criminal record clearance
  • Must be up to date, or willing to catch up on immunizations and obtain a TB clearance and Health Screening Report

PREFERRED QUALIFICATIONS:

  • Prior Head Start Experience
  • Bilingual English/Spanish language skills

The employee occasionally is required to use hands to finger; handle, or feel objects, tools, or controls; reach with hands and arms; and stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 25 pounds and drive to sites, meetings and training. Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.
