Position Objective

Champion in the development of Planning Maintenance and tracking of capital asset lifecycles, providing critical data for analyzing performance measurements, cost analysis, and reporting. Enterprise Asset Management forms the foundation for long term capital planning while helping to achieve strategic agency objectives of operations, maintenance, and capital budgeting, collectively contributing to prolonging the useful life of our assets. The planning and maintenance of our capital assets must be systematic and data driven. Collecting current condition and performance data to better utilize limited resources in developing greater reliability from Metro-Norths assets is essential to providing safe, and reliable service. This position plays a key role in developing organizational strategies, understanding sustainability goals, and maintaining the railroads assets in a state of good repair.

Other responsibilities include working on-site with Maintenance Supervisors in various locations in developing scheduled maintenance programs, and procedures. The Maintenance Planner will work with Materials Management to evaluate parts usage and assist in providing optimal reorder schedules. This position requires knowledge of railroad asset characteristics including ability to plan for interruptions’ in work and developing contingency plans to minimize service interruptions. Assessing and monitoring asset condition is essential for the refinement of maintenance and rehabilitation strategies and to avoid unplanned outages by implementing pre-emptive asset remediation and reducing the probability of failure.

This position is also responsible for the maintenance of the asset registry working with the asset management specialist in decommissioning, replacing, and commissioning new assets.

RESPONSIBILITIES:

  • Review drawings, specifications, manuals and preventative maintenance tasks to fully develop scope of work, review and finalize work order/ work packages provided by the maintenance personnel.
  • Review and confirm backlog work order status with the maintenance and operations supervisors, balance new work orders with backlog orders to generate an effective daily and weekly work schedule adhering to production priorities.
  • Review all maintenance notifications with operations to confirm intent, production impact, priority and equipment availability. Recommend resources on daily workload, backlog, special jobs, and/or emergency needs.       
  • Ensure that all work orders are completely planned prior to scheduling and ensure a safe working environment and adherence to guidelines of company safety policies and procedures.
  • Coordinate R&R maintenance with PM maintenance schedule, facilitate daily and weekly scheduling meetings with supervisors, superintendents, and general superintendents.

Required Qualifications

  • Strong knowledge in specific areas of railroad disciplines: Signal, Track, Structures, Communications, Power, or Facilities, or other industries with complex physical assets, such as vehicles, plants and heavy equipment with an understanding of the special needs associated with the inspection, maintenance and rehabilitation of their assets.
  • Ability to use computer applications.
  • Good time management skills.
  • Excellent verbal and written communication skills.
  • Good interpersonal skills with the ability to work effectively with all levels of management.
  • Effective administration, planning and materials management skills.
  • Ability to use the latest mobile technology and to use any instrumentation, if required, to assess the condition of the assets.
  • Self-motivated individual with a proven track record, to perform assessment program with minimal direct supervision.
  • Ability to perform field work along the Right-of-Way which may include walking long distances, work near high voltage equipment (including stepping over energized third rail), climbing ladders, and bending to collect asset information.
  • Must possess a valid driver’s license.

Preferred Qualifications

 

  • A thorough understanding of Railroad operations

 

Required Education/Experience

  • An Associate’s Degree in Engineering, Business or related field. Demonstrated, equivalent experience education and/or technical credentials may be considered in lieu of the degree to include two (2) additional years of related experience.
  • Minimum of three (3) years combined experience in: maintenance field operation, inspection, and construction, within any of the following disciplines Signal/Track/Structures/Communication/Power/Facilities in a railroad/transit environment.

Preferred Education/Experience

 

  • Familiar with nationally accepted standard (i.e. ASHRAE, NEC, NFPA, NYS Building Code etc

This is a federally regulated position subject to both pre-employment and continuous random toxicological screening.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $108,638.00 or if you hold a position designated as a policy maker.

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.

Selection Criteria:

Due to the competitive nature of the selection process, not all qualified candidates who meet the minimum requirements for the position are guaranteed an interview. To be selected for a position, one must meet the following criteria: (1) satisfy the minimum requirements listed in the job posting, (2) if applicable, successfully pass a written and practical exam, (3) satisfy a background investigation (including but not limited to, employment, education, and criminal history), and (4) pass a verbal interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Failure to pass any step within the hiring process will result in the disqualification of your application.

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union.
