Compensation: $59,920.00 - $67,440.50 annually
FLSA Status: Full-Time, Non-Exempt

Position Summary
Supervise, assign, review and participate in the work of staff responsible for providing public safety telecommunications and dispatch services; ensure work quality and adherence to established policies and procedures. Receives direction from the E911 Director. Exercises direct supervision over assigned Lake County Emergency Communications Center staff. (Approximately 5 staff members)
General Duties and Responsibilities

Essential Functions
  • Plan, prioritize, assign, supervise, and review the work of assigned staff; participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.    Work with the E911 Director in the development and oversee the administration of the annual budget; prepare clear and concise administrative and financial reports; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor expenditures; implement adjustments.
  • Establish schedules and methods for providing public safety dispatch services for effective twenty-four-hour telecommunication operations; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Recommend and assist in the implementation of goals and objectives for assigned programs and functions; implement policies and procedures; evaluate operations and activities of assigned responsibilities; recommend improvements and modifications. Participate in the development and implementation of goals, objectives, policies, procedures, and priorities for assigned programs; recommend improvements and modifications.
  • Operate and maintain communications center equipment. Generate reports from computer aided dispatch and archived tapes.
  • Respond to citizen inquiries, requests and questions regarding public safety telecommunications services; record and research complaints.
  • Prepare and conduct periodic testing and quality assurance to ensure that all staff are proficient in areas of assignment.
  • Prepare and maintain a variety of records, reports, and logs.
  • Maintain a cooperative working relationship with user agencies.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Under unusual circumstances, the Emergency Communications Supervisor may perform duties at or near the scene of any emergency.
Supervisory Responsibilities
  • Oversee, direct, and coordinate the work of assigned staff.
  • Oversee, operate, and maintain comprehensive public safety telecommunications and dispatch systems.
  • Monitor budgets.
  • Participate in the development and administration of goals, objectives, and procedures.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals and resolve sensitive citizen inquiries and complaints.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Communicate clearly and concisely, both orally and in writing.
Notice of Emergency/Disaster Responsibilities
All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.

Requirements
Equivalent to:
Experience:
  • Three (3) years of public safety dispatching experience.

License or Certificate:
  • High School Diploma or G.E.D.; supplemented by specialized training in public safety communications or a related field.
  • Possession of, or ability to obtain, a valid Colorado driver’s license.
  • Possession of, or ability to obtain, CPR certification.
  • Ability to obtain, Colorado Crime Information Center Computer Operator certification within 6 months of hire.
  • Proficiency in English and Spanish preferred.
Knowledge of:
  • Principles of supervision and training.
  • Principles of budget preparation and administration.
  • Operational services, and activities of a public safety telecommunications and dispatch center.
  • Operational characteristics of modern public safety telecommunications equipment, office technology, and internet operating.
  • Principles and practices of record keeping and documentation.
  • Advanced mathematical concepts, including statistical analysis and comparison.
  • English usage, spelling, grammar, and punctuation.
  • Principles and procedures of system, user, and security administration.

The employee must: demonstrate the ability to remain calm during routine, emergency, and stressful conditions; have the ability to retrieve information from various locations in the center when needed; be able to operate radio, telephone and computer systems under routine, emergency, and high stress conditions.
Physical Activity & Work Environment
Sedentary Work:  Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

While performing the duties of this job, the employee is regularly required to sit for long periods of time and be able to work various shifts with infrequent breaks.
