DET is seeking their next DSPS IT Director! The Department of Safety and Professional Services (DSPS ) Information Technology Services are located within the Division of Enterprise Technology (DET), Department of Administration. The Department of Safety and Professional Services (DSPS) is the agency responsible for the processing, oversight, and enforcement of professional licensing and permitting in the State of Wisconsin.

Position Summary
The Agency IT Director for the Department of Safety and Professional Services (DSPS) provides strategic and operational leadership, talent management, and oversight of software development processes to achieve business outcomes . Reporting directly to the Deputy Administrator of Enterprise Technology Services within the Department of Administration, you will lead a dynamic team, continuously improving and adopting best practices and working across teams to ensure the successful delivery key initiatives and IT services.
Key Responsibilities:
1. Leadership and Strategy:
  • Working closely with agencies and divisional management, define priorities, allocate resources across teams, and contribute to the overall mission of the organization.
  • Define comprehensive three-year roadmaps aligning business and IT short-term and long-term goals to improve digital services and related processes.
  • Represent agency/division interests, adapting to change, negotiating optimal paths, and emphasizing the role of technology in accelerating business objectives.
  • Drive the adoption of best practices in project management, agile development, quality assurance, and process improvement.
  • Oversee the implementation and maintenance of various applications, ensuring alignment with security measures.
2. Talent Management:
  • Establish and mentor high-performance, cross-functional teams, fostering a culture aligned with organizational values.
  • Cultivate a strong work culture, embodying values such as those outlined in the "Art of What's Possible" pillars and the Customer Service Inspire model.
  • Effectively manage relationships, including other teams within the broader enterprise technology organization, IT consulting, and cloud providers to drive efficient service delivery and implementation.

3. Oversight of Software Development:
  • Direct the application life cycle for all supported systems, ensuring the successful delivery of reliable and high-quality business applications.
  • Collaborate with the Chief Technology Officer to lead continuous improvements in automation, digital technologies, and cloud technologies.
  • Implement and manage policies, procedures, and standards to support the delivery of efficient and high-quality software.
  • Define and utilize metrics in collaboration with Agency leadership to aid in prioritization efforts and improve transparency.
  • Capture data to measure and reduce business process and software development/deployment cycle times.

Salary Information
Starting hourly rate for the Management Information Chief position will be between $38.27- $60.85 per hour, depending on qualifications and experience. This classification is assigned to pay schedule/range 70-02. A two-year trial period may be required. Current State employees will be compensated in accordance with the current State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct fingerprinting and/or background checks on applicants prior to selection. DOA does not sponsor work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.
Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.
Qualifications
Minimally qualified candidates will have experience with all of the following:
  • Leading IT organizations or project teams including managing resources (e.g. staff, budget, etc.) to address current and future needs. Emphasize m anaging cross functional teams including business partners, service delivery teams, and/or vendor relationships
  • Applying best practices to oversee IT application software development process to implement or enhance business systems (e.g. identify decisions, establish scope, facilitate process to ensure success, introducing automation to improve flow between development and operations)
  • Utilizing dashboards to monitor and/or aid in prioritizing business and/or application development process improvements
