About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Herlong is approximately 60 miles north of Reno, NV, and 35 miles south of Susanville, CA. Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily child care available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.) Surrounding area boasts a full range of outdoor sports/recreation activities.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. Duties

• Interprets technical and scientific data involved in the use of alcohol breathalyzer detection equipment.
• Administers an Installation-wide ASAP prevention and education program to include goals, objectives and milestones for military and civilian employees.
• Coordinates with and assists the Employee Assistance Program Coordinator (EAP) in the development and update of training curricula for civilian supervisors and employees.
• Manages all aspects of the drug and/or alcohol-testing program.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• Incumbent of this position will be required to obtain DA DTC Certification Course within 9 months of assuming their duties.

This is a Direct Hire Authority (DHA) solicitation utilizing DHA to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes;1) Manage the drug and alcohol-testing program in accordance with Army standards; 2) Provide training on drug and alcohol testing for the organization; 3) Coordinate with supervisors to arrange for collection of specimens; or 4) Facilitate suicide awareness and prevention at the small group or installation level. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Social Work, Public Health Administration, or Behavior Science. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
