The primary purpose of this position is: to serve as the senior Air Force (AF) Drug Testing Program authority and subject matter expert for the AF military and civilian specimen collection segments, responsible for all aspects of specimen collection activities to the advancement of the Department of Defense (DoD) and AF Drug Demand Reduction (DDR) Programs.Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the DoD and AF specimen collection procedures used for forensic drug testing, to ensure absolute accuracy, compliance, and the legal defensibility of drug testing results; extending and adapting, both theoretically and practically, precedents and existing approaches in order to provide critical oversight and coordination of program developmental efforts to ensure 100% drug testing accuracy, compliance, and legal defensibility; preparing professional level technical documents, and delivering General Officer (executive) level information and decision briefs; planning, programming, and guidelines and processes to forecast, develop, and execute a budget, procurement, and manpower responsibility of over $15M per year.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of appropriate DoD and AF regulations, instructions, and directives pertaining to drug abuse, drug testing, drug laboratory operations, civilian and military laws, and judicial processes; demonstrated ability to provide representation on organizational and program matters to all levels of interest, both internal and external to the organization.
  1. Mastery of program evaluation techniques and statistical analysis methods necessary to perform program evaluation and program development at the DoD, HAF, and subordinate element levels; also requires expert level, critical thinking skills in applying knowledge of Federal, DoD, and AF policies and procedures, along with evaluation data, to the identification, understanding, and resolution of novel and complex issues or problems.
  1. Mastery of the theory and principles of managing organizations, including administrative practices and procedures related to specimen collection activities supporting forensic drug testing, channels of communication, routing of correspondence, chain of custody, storage of files and records, and budget formulation and execution.
  1. Extensive skill in developing and executing training programs. Must have skill in developing and executing forensic training programs, including computer-based training programs, for subordinate specimen collection personnel. Ability to evaluate the effectiveness of training programs and subordinate instructors.
  1. Extensive skill in communicating clearly, concisely, unambiguously, and with technical accuracy orally and in writing to Federal, DoD, HAF, and other agencies.
  2. Skill in using various personal computer software programs, specifically Microsoft Windows, Word, Excel, and PowerPoint.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education: This job does not have an education qualification requirement.Employment Type: FULL_TIME
