Department of Public Works/Labor Pool
Class Definition: Working under the direct supervision of the Supervisor of the bureau to which this position is assigned and/or the Department Director, a person in this class will perform of a variety manual labor, unskilled, semi-skilled and technical tasks in the maintenance and operation of buildings, grounds, open spaces, parks and recreation systems within the Public Works Department. A person in this position will use and maintain various types of manual and automated equipment and small automotive or motorized equipment and power tools. Employees in this class are responsible for the safe and efficient operation of assigned equipment to provide a variety of services to the citizens of the City. Employees of this class may be assigned to any bureau for any amount of time at the discretion of the City. This position is non-exempt and covered under the AFSCME Local 447 bargaining agreement.
Distinguishing Features of Work: Work involves the performance of both heavy and light manual work of a routine nature. Works is usually done as a member of responsibility for the routine operations of any and all assigned vehicular equipment as required. Drivers are required to make minor repairs to equipment including the installation, removal, and repair of tire chains and to be responsible for the safe and efficient operation of the equipment. When not driving, repairing, or servicing equipment, drivers are required to do other manual work as directed. Assignments may follow an established and detailed routine. Work may be under immediate supervision and is subject to check in progress and/or upon completion. Work may be done on an individual basis or as part of a team.
Examples of Work: Including the following, other duties may be assigned. These duties are not intended to be all inclusive or exclusive, just illustrative of the kind of work to be performed.
- Manual tasks in the maintenance and repair of City facilities (mowing, cleaning, sweeping, shoveling, painting, operating equipment, disposes of solid waste from buildings, and picks up litter)
- Operates and maintains mower, weed eaters, tractors, steam cleaners, power washer, pickup truck, non-CDL vehicles, and other equipment as needed.
- Maintains and replaces grass, trees, shrubs, and flowers
- Maintains and adjusts specialized turf care equipment
- Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions.
- Locks and unlocks facilities as needed, assists in setup and take down of equipment for various City programs
- Performs emergency and scheduled overtime duty as needed

While performing the duties of this job, the employee is frequently required to sit; talk; or hear. The employee is frequently required to stand; walk; use both legs and feet, hands to finger, handle, or feel; reach with hands and arms; and stoop; kneel; or crouch. The employee must frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds. Specific Vision abilities required by this job include close vision, distance vision and depth perception.
The employee is required to work outside on a year-round basis regardless of the season and the temperature or weather conditions.
Qualifications Required for Appointment: Must possess a valid Pennsylvania driver’s license of a Class C or better and a safe driving record. Graduation from high school or GED equivalent. Some previous experience in the performance of heavy manual labor. Some previous experience in the safe use and operation of machinery and tools. Sufficient training to insure ability to understand instructions; or any combination of experience and related education. Must be self-motivated, reliable, dependable, and work independently or as part of a team. Must be able to efficiently operate manual transmission vehicles and/or machinery. Must be available to work overtime for special events, weather-related events, and other city business. May be required to be on-call
Work Schedule: Per established departmental policy.
The successful applicant will be subject to an extensive background check and is required to reside in the Commonwealth of Pennsylvania for the extent of employment with the City of Easton, or move into PA within 6 months of being hired.
