Career Opportunity
The city of Las Vegas, Department of Public Safety is accepting applications for DPS Control Room Section Manager. This position plans, directs, supervises and evaluates the activities and personnel of the communications center and under general supervision, performs a broad range of administrative, and technical work related to the daily operations and management of the communication center and its team members.
This position will also:
  • serve as DPS' Terminal Agency Coordinator (TAC) which has the responsibility for compliance with Federal, State, and Local laws, rules regulations, and audits related to criminal justice systems and information;
  • serve as the primary administrator of Nevada Civil and Criminal Information Systems (NCCIS) & Shared Computer Operation for Protection and Enforcement (SCOPE) systems for the City of Las Vegas DPS;
  • ensure that all persons who access Criminal Justice Information Systems (CJIS) are trained and certified, as required;
  • investigate and report security incidents, and;
  • train Assistant Terminal Agency Coordinators (ATAC) and informally direct them to assist in the administration of the NCCIS system.
Additional Background Process

Any position with the Department of Public Safety requires the following additional screening: (1) background investigation, and (2) polygraph. Screening / Selection Process

Human Resources will screen applications for those candidates who meet the minimum qualifications of the position and forward those applications to the department. The department will narrow the candidate pool to a list for interviews.

Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job.


Supervision Received and Exercised
Receives general supervision from higher level management. Exercises direct supervision over Control Center Supervisors who oversee Communication Specialists.
Essential Functions
  1. Manages the supervisors who oversee the daily operations of the communication center: performs various administrative, operational, and technical work; develops, coordinates and administers the training of new employees.
  2. Analyzes, reviews, and resolves questions and complaints from the employees, Union labor representatives, and/or the public related to the communications center; recommends corrective action and prepares reports as required.
  3. Supervises, trains, and develops supervisory staff; promotes and fosters a professional work environment; recruits, interviews, selects, hires and promotes employees; evaluates job performance; discusses work problems or grievances with union representatives; keeps informed of provisions of labor agreements and their effects on department operations.
  4. Conducts quality assurance reviews for assigned responsibilities; researches, develops, and interprets the national standards related to existing and emerging emergency response technologies.
  5. Works to achieve and maintain Commission on Accreditation for Law Enforcement Agencies (CALEA) Public Safety Communications Accreditation.
  6. Represents the communications center on matters related to operations and programs both internally and outside the organization; develops and delivers presentations to other City Departments, elected officials, and the public.
  7. Provides guidance and makes recommendations to management or other groups on technical, systems or process-related topics; updates, configures, and test software systems and equipment; researches and recommends software system and equipment upgrades; coordinates the purchase , installations and maintenance software systems and equipment; provides technical support for existing and emerging technologies. Software and equipment; works with local exchange carrier to update emergency response/9-1-1 database.
  8. Consistently oversees, assesses, and reports on staffing levels to ensure their alignment with the organization's goals and operational needs, while also exploring innovative approaches to ensure optimal staffing.
  9. Partners with Geographic Information Systems (GIS) staff in order to establish and maintain accurate reliable mapping solutions for department software systems.
  10. Works with vendors and internal support to ensure uninterrupted radio coverage; assists in the development of interoperable phone, Computer Aided Dispatch (CAD), and radio solutions in the Las Vegas Valley.
  11. Develops, updates and administers operational, technical, training, and administrative programs, policies and procedures; interprets and communicates policies and work procedures to staff; analyzes, provides guidance, and makes recommendations to management regarding policies, procedures, plans or strategies. and assists in the development and monitoring of the unit's budget.
  12. Prepares a variety of analytical and statistical reports and correspondence on operations and activities.
  13. Plan and coordinate work schedules and projects for the division; plan or coordinate staff training; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
  14. Acts as the primary point of contact and liaison for all Federal, State and Local CJIS matters; activates, monitors and deactivates access. Serves as a member on various CJIS-related committees and participates as needed.
  15. Serves as the Administrator of SCOPE for the City of Las Vegas; reviews annual cost; activates, monitors and deactivates access.
  16. Ensures Federal, State, Local and Las Vegas Municipal Code (LVMC) CJIS-related policies and procedures are relevant information is disseminated to and followed by DPS employees, contractors, vendors, student-interns and volunteers, and those agencies for whom DPS is responsible (non-terminal agencies).
  17. Oversees the validation of Nevada Criminal Justice Information System (NCJIS) warrants and the automatic upload of warrants to NCCIS.
  18. Oversees the interfaces between NCCIS and SCOPE to ensure automatic uploads of booking information.
  19. Attends mandatory and discretionary trainings to stay abreast of all CJIS-related changes.
  20. Develops and maintains training curricula and materials, for DPS employees, contractors, vendors, student-interns, and volunteers to assist with certification and bi-annual re-certification.
  21. Creates and maintains accurate reports to include authorization lists, user reports, files and assists in drafting and maintaining CJS-related user and service agreements and memoranda of understanding between LVMC, LVFR, LV Parking Enforcement and various Federal, State and Local agencies.
  22. Coordinates CJIS updates and the installation or uninstallation of CJIS on computer terminals. Ensures proper disposal procedures are upheld for all computers that have accessed CJIS information. Additionally, provides CJIS-related technical assistance to resolve any system issues; works with internal and external IT support staff.
  23. Performs monthly internal audits of CJIS use and annual internal audits of originating agency identifier validations; analyzes data; prepares reports as required or requested.
  24. Actively participates in and oversees all regulatory audits. Accurately creates, maintains and prepares records, works closely with audit staff, coordinates DPS response to any non-compliance issues and monitors adherence to resulting compliance efforts.
  25. Maintains confidentiality and appropriately safeguards confidential and sensitive information, including keeping Criminal History Repository Information (CHRI) in a secure location and ensuring that it is disseminated for authorized purposes only.
  26. Consistently reviews the Nevada Offense Codes (NOC) list updates to disseminate active and deactivated codes as necessary.
  27. Establishes and enforces standard operating procedures for accurate data entry into the CAD system. This role includes conducting regular database audits, promptly identifying errors, and collaborating with relevant departments to establish and maintain data quality standards, implementing corrective actions as necessary.
Experience:
1. Three (3) years of full time experience working directly with radio, telephones, and Computer Aided Dispatch (CAD) systems in a dispatch environment. Experience in supervision and training in a dispatch environment preferred. Experience in a dispatch environment that is for first responders also preferred.
OR
2. Four (4) years of increasingly responsible supervisor/management experience in a law enforcement agency.
Training:
A Bachelor's degree from an accredited college or university with major in computer science, business administration, public administration, communications, criminology, police science or a field closely related to the assignment. A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
License or Certificate:
Must pass a nationwide fingerprint-based record check, and a wants/warrants check.
Must complete Security Awareness and National Crime Information Center (NCIC)/Nevada Criminal Justice Information System (NCJIS) certification within six months of hire/transfer and be recertified every two years. Must maintain certifications in NCIC/NCJIS as a condition of employment.Knowledge of:
Services, activities and operations of an emergency dispatch and communication center using current technology.
Operations and capabilities of radio, telephone, mapping, computer-aided dispatch, and other communication systems and equipment in an emergency communications center.
Pertinent local, state, and federal laws, codes and regulations.
Budget preparation and control.
Computerized record keeping and filing systems.
Principles and practices of supervision, training and performance evaluation.
Policies and procedures of CJIS, including but not limited to, National Crime Information Center (NCIC), NCJIS, National Law Enforcement Telecommunications Systems (NLETS), and Department of Motor Vehicles (DMV).
Policies and procedures of Criminal History Records Information (CHRI).
Principles and practices of record keeping.
Principles and practices of auditing and quality control measures.
Principles and practices of accurate database entry and proper maintenance.
Federal, State, and Local ethical obligations and conflicts of interest.

Interpret, apply, explain and enforce applicable laws, codes regulations, policies and procedures.
