GENERAL DESCRIPTION: Perform routine (journey-level) forensic science work. Work involves conducting laboratory tests, conducting analyses, and identifying physical evidence from crime scenes; interpreting analytical results; establishing and maintaining records pertaining to casework and court testimony; preparing technical reports; and testifying as an expert witness in court. Digital Forensics. Trained analyst, with basic knowledge of computer science forensics (law and computer science), who specializes in identifying digital evidence links to any crime with an emphasis on preservation, collection, acquisition, documentation, and analysis of digital evidence while utilizing a multitude of forensic software tools and techniques, and preserve evidence to ensure its admissibility in court. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Receive and return evidence items and completes proper forms according to strict transfer procedures to guarantee and maintain the integrity of accepted chain of evidence for each item or handles individual characteristic database samples following relevant procedures.

2. Perform more exacting and intricate examinations in most difficult cases and assists and teaches other examiners in the more difficult examinations.

3. Comply with legal aspects concerning the seizure and analysis of digital evidence.

4. Contact various law enforcement officials, and others to obtain and/or provide information related to offense to which provided evidence items are relevant.

5. Prepare preliminary and/or final reports concerning results of each analysis performed.

6. Research forensic science field and studies current material in scientific journals regarding new advances and techniques in forensic examinations.

7. Lecture to or instructs law enforcement groups, schools, and others at the discretion of, or, in absence of supervisor.

8. Evaluate digital media using technical forensic software, and protects digital data from loss during the examination process.

9. Report examination results and testifies in court regarding the results of those examinations.

10. Research forensic science field and scientific journals for new advances in computer forensic examination.

11. Attend training courses in and/or outside of the state of Texas.

12. Conduct testing and validation of software and hardware used in examination of evidence.

13. Acquire, verify, archive, examine and report evidence recovered or extracted from submitted evidence.

14. Troubleshoot forensic workstations and equipment and updates software and hardware.

15. Collect digital evidence in the field during criminal investigations across the state.

16. Serve as an expert witness in court. Represent the Department at conferences and meetings.

17. Maintain professional contact with nationwide forensic examiners.

18. Complete technical review and proficiency tests as required.

19. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

20. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from a standard senior-high school with a High School Diploma/equivalent is required. Graduation from an accredited four-year college or university with a major in Computer Engineering, Cyber Technology, Forensic Science, Digital Forensics, Forensic Media, Cybersecurity, Criminal Justice, or a related field is preferred.

Experience – The required experience and/or education combination is in one (1) of the following categories:

  • Four (4) years of experience performing forensic examinations of digital media using the software and tools generally accepted in this discipline, and a High School Diploma.
  • Two (2) years of experience performing forensic examinations of digital media using the software and tools generally accepted in this discipline, and Associates Degree or equivalent of 60 completed semester hours regardless of major.
  • Zero (0) years of experience, and Bachelor’s Degree or equivalent of 120 completed semester hours regardless of major.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Certified Computer Forensic Examiner (CFCE), Certified Computer Examiner (CCE), Digital Forensics Certified Practitioner (DFCP), or Global Information Assurance Certification Forensic Examiner (GCFE) is preferred, but not required. Paid training is available to obtain certifications. Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours, weekend, overnight, work, and emergencies is (or may be) required. Travel (in city, statewide, both) up to two (2) days per week (or month).

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
