GENERAL DESCRIPTION
Perform advanced (senior-level) administrative support or technical program assistance work. Work involves coordinating the dissemination of information, developing filing systems, and coordinating internal administrative support work. May supervise the work of others. Work under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

  • Research and analyze relevant source materials and databases, summarize data collected, and disseminate pertinent information to aid state, federal, and local law enforcement agencies in criminal cases.
  • Analyze and correlate intelligence information on stolen/recovered vehicles and submit assessments to appropriate individuals or groups.
  • Provide intelligence information and serve as a liaison with appropriate agency divisions and local, state, federal, and international jurisdictions for the prevention and suppression of crime.
  • Compile data, conduct analysis, prepare correspondence in English or Spanish; and report on crime developments, criminal activity, or other information pertaining to stolen/recovered vehicles.

  • Interact with the general public to obtain information related to stolen/recovered vehicles; and assist and provide information to the public, state, federal, and law enforcement agencies.

  • Operate teletype and/or computer terminals to access driver license, criminal records, various agency files, the National Crime Information Center (NCIC), the Texas Crime Information Center (TCIC), and vehicle registration databases to identify lost/stolen vehicle and related information for law enforcement agencies.

  • Prepare and maintain computer programs and direct preparation and utilization of computer printouts of motor vehicle theft reports and recoveries obtained through Border Auto Theft Information Center (BATIC).

  • Exercise rapid sound judgment and a considerable degree of ingenuity to provide assistance in incidents posing a threat to the safety and well-being of law enforcement officers requesting specific information on stolen/recovered vehicles.

  • Compose, translate, and/or complete, in English and Spanish, memoranda/correspondence summarizing documentation pertaining to identified stolen/recovered vehicles.

  • Provide law enforcement officers with accurate and timely information so that they may take appropriate enforcement action, secure prosecution, and return stolen property.

  • Notarize and certify stolen vehicle reports for the purpose of court use.

  • Apply, coordinate, implement, and respond to the Conventional Treaty of 1981 between the United States, Mexico, and U.S. consulate regarding stolen vehicles.

  • Attend trainings, and workshops related to criminal activities, intelligence gathering, or other topics to assist law enforcement personnel in evaluating and sharing related pertinent information.

  • May train others.

  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

  • Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:


Education – Graduation from a standard high school or the equivalent is required.

Experience – Minimum of six (6) months’ experience in bilingual (English/Spanish) telephone communications or customer relations is required. Experience in accessing law enforcement computer databases and analysis of data is preferred.

Licensure and/or Certification – NCIC/TCIC certification preferred. Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, procedures, and mission objectives of the BATIC program. Knowledge of BATIC and CID operations. Knowledge of various agency program operations, jurisdictions of other Mexican and US state, local, and federal agencies to assist personnel by referring cases, exchanging intelligence and notifying other law enforcement authorities. Comprehend and interpret law enforcement intelligence.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Bilingual skills – Able to speak, understand, interpret, translate, read, write comprehensive reports and communications in English and Spanish in a clear concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Operate teletype and/or computer terminals to access driver license, criminal records, various agency files, the National Crime Information Center (NCIC), the Texas Crime Information Center (TCIC), and other computer databases. Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule – Availability for eight (8) hour shifts without scheduled breaks, to include working four (4) different sets of work hours rotating weekly which include night, weekend, and holiday shifts. Ability to travel occasionally to attend training or meetings.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
