About this Position:
The incumbent of this position works under the direct supervision of the Highway Safety Administrator at DOTD Headquarters. As DOTD Program Specialist 5, this position works with the Highway Safety Administrator and Highway Safety Program Managers in developing, implementing, and evaluating procedures and policies for the Louisiana Fatality Analysis and Remoting System (FARS), Highway Safety Improvement Program (HSIP), the Strategic Highway Safety Plan (SHSP), and sub-programs including Local Road Safety Program, Safe Routes to Public Places, and Force Account Program. This position is responsible for assisting the HSIP Program Managers in day-to-day functions of planning, prioritizing, managing, monitoring, and evaluating all aspects of the HSIP, including sub-programs, SHSP, and data improvement programs. Total budget for all safety programs is approximately $70 million a year. This position will assist program managers with developing policies and procedures for each sub-program and will establish statewide performance measures to assist DOTD with evaluating effectiveness of each sub-program with the goal of targeting funds in areas where we see the largest benefit in reducing fatalities and serious injuries. This position is unique to DOTD and serves as a leading role for developing, implementing, and evaluating procedures, guidelines, and policies for DOTD's administration of FARS NHTSA, HSIP, HSIPPEN, HSIP-VRU, HSIP-HRR and HSIP-SPEC federal funds.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in accounting; administrative services; architecture; budgeting; economics; engineering; geography; human resources; information technology; landscape architecture; loss prevention; management analysis; policy planning; purchasing; risk analysis; project management for transportation/public works structures; in the development and implementation of a safety program to include safety education, teaching, training, facility inspection and/or accident investigation; or in the development, implementation, administration of a transportation program such as: urban/regional planning, compliance, program management or facility management in one of the following types of programs or systems: aviation, rail, marine or public transportation.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Paraprofessional experience in technical areas at a governmental highway/transportation agency will substitute for the professional level experience in the development, implementation, administration of a transportation program, on the basis of one year of paraprofessional level experience will substitute for six months of the professional level experience, for a maximum of three years.

NOTE:

Paraprofessional experience in technical areas at a governmental highway/transportation agency is defined as substantial duties performed at a public (State/Federal) transportation organization in practical or mechanical training in a highly technical engineering specialty; complex interpretation, selection, adaption and application of engineering guidelines/principles; and/or technical consultation in a highly technical engineering specialty or program function, at a pay level equivalent to or higher than the state classified TS 311.

FUNCTION OF WORK:
To serve as a program/project manager over a program specific to DOTD.
LEVEL OF WORK:
Program Manager.
SUPERVISION RECEIVED:
Broad from higher-level personnel.
SUPERVISION EXERCISED:
May provide functional supervision over one or multiple DOTD Program Specialists, in conjunction with the management of assigned program/project.
LOCATION OF WORK:
Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service.
JOB DISTINCTIONS:
Differs from DOTD Program Specialist 4 by the presence of program/project management responsibility for a specific DOTD program.
Differs from DOTD Program Supervisor by the absence of supervisory responsibilities.

40% Provides support to DOTD HQ, District Offices, FHWA Division Office, Louisiana Highway Safety Commission, Louisiana State Police, SHSP Regional Safety Coalitions, Local Technical Assistance Program, Metropolitan Planning Organizations, Local Public Agencies, regarding the development, implementation, and evaluation of highway safety programs administered by DOTD. Researches best practices among peer states for developing, implementing, and evaluating infrastructure and non-infrastructure programs. Provides technical assistance related to project and program evaluations and performance measures in the HSIP Annual Report.
Serves as the DOTD Highway Safety Program technical expert for FARS, HSIP, and SHSP policies and procedures. Assists safety program managers with planning, developing, implementing, managing, and evaluating guidelines, policies, and procedures to support the implementation of the statewide safety program, including infrastructure and non-infrastructure projects.
20% Responsible for developing and implementing a statewide Force Account Safety Program with DOTD HQ Operations and the DOTD District offices. The DOTD Program Specialist 5 is responsible for coordinating with Highway Safety Administrator, FHWA Division Office, DOTD HQ Operations and District Offices to develop guidelines and procedures to identify projects, prioritize locations, track and monitor delivery, and finalize project close out. This new sub-program will provide an efficient alternative for implementing low cost safety countermeasures with DOTD District forces instead of a traditional design-let-build project.
15% Provides support to Highway Safety Program Managers to research best practices in determining optimal evaluation tools and performance measures for each program and sub-program. Recommends, implements, and evaluates policies, procedures, and guidelines for prioritizing, selecting, and evaluating safety projects and monitoring effectiveness per federal requirements outlined in 23 USC 148 and 23 CFR 924. Responsible for establishing safety performance measures for Louisiana's safety program and as part of this effort, the DOTD Program Specialist 5 coordinates closely with the Louisiana Highway Safety Commission on overlapping statewide safety performance measures in the LHSC's Highway Safety Plan required by National Highway Traffic Safety Administration (NHTSA) and DOTD's HSlP Annual Report required by FHWA. Also, coordinates with the MPOs on their required safety performance measures that must be submitted to the state.
Responsible for developing and implementing performance measures for the NHTSA FARS Program and recommending areas of improvement for addressing timeliness, accuracy, completeness, uniformity, integration, and accessibility between FARS database and Statewide Crash Database. The DOTD Program Specialist 5 collaborates closely with the FARS team and Data Improvement Team to establish and monitor annual and quarterly pe1formance measures that inform all aspects of the safety program to reduce fatalities and serious injuries on Louisiana highways.
10% Provides technical expertise to Highway Safety Administrator, Assistant Highway Safety Administrators, and Program Managers with the following quarterly and annual deliverables as necessary: HSIP Annual Performance Measures, HSIP Annual Report, Safety Performance Measures as part of the Louisiana Performance Accountability System (LaPAS), Annual Report, SHSP Statewide Emphasis Area Action Plans, SHSP Regional Action Plans, Monthly Highway Safety Scorecard, HSIP Implementation Plan, and Section 154/Section 164 Penalty Funds annual documentation.
I0% Provides technical expertise to Highway Safety Program Managers and Project Managers for project number requests, budget requests and modifications, federal authorizations, shopping carts, and project close out.
