Role Summary  

MetaPhase Consulting is currently supporting the U.S. Department of State, Bureau of Diplomatic Security (DS) and is looking for a part-time Senior Technical Writer/Facilitator to work with DS directorates and offices to define and document acquisition-related technical requirements and facilitate a range of pre-award activities. Specific projects will be spelled out and awarded as task orders under a single award IDIQ. This position is responsible for meeting with prospective DS customer organizations, gaining an understanding of the scope of each prospective project, and providing an estimate of the hours required to complete the anticipated pre-award activities. Once DS awards a project task order, this position will work closely with the customer organization and the assigned contracting officer to complete each project and its defined activities in accordance with the agreed upon acquisition schedule.  

 

What You Will Be Doing   

  • Drafting requirements documents, i.e., Statements of Work (SOW), Performance Work Statements (PWS)and Statements of Objectives (SOO);   

  • Analysis of submissions in response to sources sought notices for purposes of market research and determining an acquisition strategy;  

  • Providing program input on advanced acquisition plans;  

  • Developing the technical proposal submission instructions and evaluation criteria;  

  • Facilitating the evaluation of technical proposals against the stated evaluation criteria;  

  • Facilitating and documenting the technical evaluation discussions and the consensus discussion and drafting the final Technical Evaluation Panel (TEP) report for approval by the Technical Evaluation Panel chairperson;  

  • Developing award term determination plans and incentive fee/award fee plan;  

  • Developing quality assurance surveillance plans.  

 

What We Need From You (Required)   

  • 5 years or more experience as a Technical Writer/contract specialist supporting pre-award activities for Department of State   

  • Exceptional writing skills including the ability to gather and keep track of program requirements and translate often complex technical topics into written communications that are accessible and understandable by non-technical individuals  

  • Ability to critically review technical documentation and provide constructive feedback  

  • Strong communication skills to enable effective interactions with the various representatives of the customer program office.  

  • Possess problem solving abilities, decision-making and organizational skills  

Bonus Points (Desired)  

  • Experience conducting interviews with technical individuals to extract relevant information and convert it to actionable written content  

  • Familiarity and experience with government acquisition systems
