Job Duties
Are you an experienced Category Manager looking for a rewarding career in the Commonwealth? The Department of Motor Vehicles is seeking someone like you to support Information Technology procurement efforts.
As an IT Category Manager for the DMV, you will serve as the subject matter expert, create partnerships with key stakeholders, both internal and external, and ensure that category plans and sourcing strategies meet business goals.
In order to oversee complex, multi-unit acquisitions, you will have an in-depth understanding of the marketplace, vendors and your client's needs. In addition to understanding the procurement lifecycle in the Commonwealth, you'll need the ability to champion complex projects with multiple parties including VITA, the purchaser, the procurement team and finance.
Serving as the Category Manager means that you will not only know the marketplace but will have facilitated a thorough understanding of needs and requirements to research, assess, present and champion the best solution for DMV.
Responsibilities Include:
Serve as agency expert on IT products, particularly those that are already within the agency's portfolio to ensure maximum use of existing contracts.
Building relationships with the client, vendors, and procurement agencies to ensure a complete understanding of not only products in the marketplace, but price/value and the comprehensive procurement process.
Lead cross-functional teams in the development of specifications, RFIs, RFPs, contracts and sourcing strategies.
Engage stakeholders including the client, the procurement team, executive leaders, risk management, finance and VITA.
Lead category procurement officers to optimize spend and make expedient, sound investments for DMV.
Create sourcing and category strategies that support the agency in efficient use of limited resources, speeding time to project implementation.
Identify effective sourcing and category management strategies for the Technology category through a variety of procurement tools and best practices, including spend analysis, market analysis and business intelligence.
Create negotiation strategies to ensure the agency receives the maximum value possible, including creative and alternative solutions that benefit all parties.
Collaborate on contract development and review.
Manage the agency's vendor portfolio and act as Contract Manager for issues with vendors.

Minimum Qualifications
• Knowledge of Category Management, Procurement, Contract Management, Project Management, Information Technology and/or relative industries.
• Strong knowledge of Category Management, Procurement, Contract Management, Project Management and/or Information Technology principles, practices, and regulations.
• Excellent written and verbal communication skills
• Excellent negotiation and facilitation skills.
• Proficiency in using Microsoft software and tools.
• Strong leadership and team management skills.
• Strong problem-solving skills and the ability to think critically and creatively.
Additional Considerations
• Bachelor or Master's degree in Business Administration (MBA) or a related field to position the position competencies.
• Procurement and/or Category Manager certification (e.g., VCO, VCCO, CSCP, CPM, CPSM).
• Experience working in public sector procurement.
• Knowledge of Virginia procurement laws and regulations.
• Experience managing complex IT procurement projects.
• Demonstrated ability to achieve cost savings and efficiencies in IT procurement.
