Starting Salary: $2,322.93 Bi-Weekly (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is greater).

DESCRIPTION:

This Position will supervises employees by evaluating, training, making recommendations to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees.

DUTIES AND RESPONSIBILITES:

Incumbent in this position supervises employees by evaluating, training, making recommendations to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees. Oversee Department's Property and Mail Services Sections. Supervises two positions located in the Headquarter (HQ) mailroom and supervises three positions located in the HQ Property Office, coordinates activities and approves timesheets. Assists Support Services staff with duties regarding records management, vehicle acquisitions/maintenance, building maintenance and security as needed. Provides technical assistance, consultant services and direction for development, implementation, evaluation, and expansion of General Services programs statewide. This assistance is provided to General Services Liaison staff statewide. Prepares manuals and trains General Services Liaison staff in the use of new forms, reports, and procedures according to Department policy. Provide training to all General Services Liaison Staff in the regions. Plan, coordinate and present training at statewide conferences, meeting, and workshops. Serves as the acting manager of Support Services when directed.


Directs and oversees workload of Property Administrators. Assists Property Administrators with problems and recommends solutions. Approves the Property Administrators' request to issue inventory control tags to field staff. Trains and ensures that all Property Administrators are capable of giving effective training to field staff. This training for the Property Administrators will include the proper management procedures for Florida Accounting Information Resource (FLAIR) update. Distributes property reports to Property Administrators and General Services Liaison staff statewide as needed. Receives, reviews and processes paperwork for surplus, transfers, relocations and missing, lost or stolen property statewide. Manages all insurance claims for auto, general liability, and property for the Department. Completes an annual update of property insurance for all state-owned, leased, and contracted locations, boiler insurance, and crime insurance. Serves as the Department's liaison with the Department of Financial Services and the Department of Management Services for all insurance issues. Organizes and submits claims to the Department of Financial Services. Completes paperwork from the Department of Financial Services for claim reimbursements. Reviews and submits coverage request forms for insurance to the Department of Financial Services. Reviews annual premiums for boiler, crime and property insurance and forwards information for processing to the Bureau of Finance and Accounting. Prepares and provides all training to the General Services staff on insurance matters. Addresses and researches all questions and concerns from Department staff on insurance matters. Provides support and technical assistance to Department Contract Unit and Contract Providers regarding property and insurance statewide. Analyzes data gathered and responsible for developing solutions and alternative methods to support General Services Liaison staff statewide. Manages class codes, location codes and list of building for the Department. Coordinates with the Bureau of Finance and Accounting for necessary reports out of FLAIR. Responsible for working with Finance and Accounting (F&A) to coordinate and produce year-end financial statements for Property. Develops, revises, and maintains policies, regulations, manuals, and standards regarding the General Services functional areas of property administration, vehicle fleet operations and risk management. Assists supervisor with reviews and revisions of all other policies and procedures for Support Services. Organizes and leads special projects for the section. Gathers and organizes information on problems and procedures to better administer programs. Updates FLAIR information on buildings. Delete Construction Work-In-Progress (CWIP) Projects from FLAIR and re-enter completed building information into FLAIR on existing or new buildings. Serve as the Support Services Manager in her absence for the Unit and in meetings as directed.

Performs other related duties as assigned.


MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of the methods of collecting and analyzing data. Knowledge of property management. Ability to collect, review and analyze data. Ability to prepare cost estimates. Ability to communicate effectively verbally and in writing. Ability to develop specifications for procuring equipment. Ability to utilize problem-solving techniques. Ability to work independently. Ability to plan, organize and coordinate work assignments. Ability to establish and maintain effective working relationships with others. Ability to follow verbal and written directions with minimal to no supervision. Ability to supervise.
