The Oregon Department of Justice,
Division of Child Support
is seeking a production-oriented self-starter to join our team as a Learning & Development Specialist 1. We are seeking a life-long learner dedicated to their work and overall quality and achievement of their team. The successful candidate will design and develop engaging materials that teach learners course objectives, assist with the review and maintenance of existing education materials, and create training and materials for use by the program education team or other partners.

OUR IDEAL CANDIDATE WILL HAVE
  • Experience developing training curriculum and materials utilizing multi-media software such as Camtasia, Articulate 360, or PowerPoint.
  • Ability to learn a new concept or skill and master the concept sufficiently to create training materials.
  • Experience conducting research and gathering feedback to evaluate training effectiveness.
  • Ability to communicate at all levels of the organization effectively and professionally.
  • Experience collaborating, troubleshooting, and finding solutions to operational needs in a team environment.
  • Ability to independently identify work that needs to be done and take lead in producing materials and complete assignments.
  • Broad knowledge of various areas of the Oregon Child Support Program, including intergovernmental, finance, case management, enforcement, and establishment.
  • Ability to plan and perform assignments with minimal supervision.
PRIMARY DUTIES (in part)
Education Planning, Development, and Delivery
  • Assess and evaluate existing materials, update existing materials, and develop training content. Provide guidance based on information gathered regarding training effectiveness, changes in law, policy, and business needs.
  • Develop self-study, instructor led, and online media training products that are appropriate for adult learners using Articulate 360, Camtasia, PowerPoint, and other media software.
  • Design and develop training content, including self-studies, handouts, quick reference guides, or other collateral to support specific training objectives using various design software, including Microsoft Office.
  • Collaborate on the design, development, and maintenance of the program curriculum to support specific paths for educational development.
  • Improve instructional materials, handouts, or demonstrations for use in support of the program’s educational goals.
  • Assist in the development of complex instructional training objectives alongside training leadership.
Training Evaluation
  • Identify training objectives and determine if they are met by developing skills checks, course evaluations, and reviewing user or manager feedback.
  • Evaluate and update curricula to meet desired educational objectives.
  • Analyze results of training using industry best practices to ensure program objectives are being met.
  • Use industry best practices to ensure training content is written and delivered in a clear and digestible format. Ensure that evaluations support understanding and situational knowledge to back program’s educational goals.
Research and Analysis
  • Receive and respond to inquiries from internal customers, escalating inquiries that are beyond own or team’s expertise.
  • Review meeting minutes for information relevant to the training team or training materials and identifies potential training needs or areas for improvement.
  • Compile and analyze educational data to draw conclusions and propose courses of action; prepare reports that summarize analysis and conclusions. Identify potential problems and recommend solutions.
  • Support work groups through information sharing and coordination of training efforts. Monitor program processes, procedures, and results to identify gaps in education provided to staff and recommend best training approach to fill those gaps.

  • Three years experience reviewing, analyzing, and interpreting information, rules, and policy; or three years experience as a trainer or work experience that included presenting information to groups.
OR
  • A Bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Organizational Behavior, Human Resources or related field.
AND
  • Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.

NOTE: This position is based in Salem, however, out-stationing may be an option. After training, this position is considered appropriate for hybrid remote work opportunities.
